1. Role Purpose
The Operations Manager is responsible for the safe, effective, and high-quality operational delivery of supported living services for individuals with complex physical health needs, complex learning disabilities, and challenging behaviours.
The role provides strong clinical-aware leadership, operational oversight, and governance across multiple services, ensuring compliance with CQC regulations, ICB/CHC frameworks, safeguarding standards, and organisational values.
The post holder will lead diverse teams, support clinical excellence, stabilise complex and high-risk packages, and drive continuous improvement while promoting person-centred, dignified, and outcome-focused care.
2. Qualifications & Professional Requirements (Essential)
The post holder must hold one of the following:
?RGN (Registered General Nurse)
?RMN (Registered Mental Health Nurse)
?Level 5 Diploma in Leadership for Health & Social Care (or equivalent)
Experience
?Minimum 3 years' experience in a senior operational or management role
?Proven experience managing complex care services (physical health and/or LD)
?Experience working within ICB / CHC commissioned services
?Experience leading diverse, multidisciplinary teams
3. Key Responsibilities
A. Operational Leadership & Service Delivery
?Provide operational leadership across supported living services delivering 24-hour care
?Ensure care delivery is safe, effective, responsive, and person-centred
?Oversee staffing models including 1:1, 2:1, waking nights, and complex rotas
?Lead service stabilisation in high-risk or volatile situations
?Ensure continuity of care during transitions, escalations, or crisis periods
B. Clinical & Complex Health Oversight
?Provide clinical-aware operational oversight (working closely with Clinical Leads)
?Ensure safe delivery of care for service users with:
oPEG feeding
oEpilepsy and rescue medication
oOxygen therapy / BIPAP / respiratory support
oCatheter care and continence management
oMobility limitations and complex physical health conditions
?Ensure staff competency sign-off for clinical tasks
?Monitor medication management, audits, and MAR compliance
?Escalate clinical risks appropriately and liaise with NHS professionals
C. Learning Disabilities & Behavioural Support
?Oversee delivery of care for individuals with:
oAutism and complex LD
oDistress-based behaviours
oBehaviours that challenge
?Ensure Positive Behaviour Support (PBS) is embedded in practice
?Support safe management of behaviours within safeguarding and MCA frameworks
?Promote reduction of restrictive practices and use of least-restrictive approaches
?Ensure behaviour incidents are analysed, learned from, and reduced over time
D. Safeguarding, Risk & Governance
?Act as a senior safeguarding lead at operational level
?Ensure safeguarding concerns are identified, escalated, and managed appropriately
?Participate in safeguarding strategy meetings, reviews, and investigations
?Ensure robust risk assessments and risk management plans are in place
?Oversee incident reporting, investigation, and learning
?Maintain oversight of MCA, best-interest decisions, and capacity assessments
E. Workforce Leadership & Staff Development
?Lead, support, and develop a diverse workforce
?Ensure safe recruitment, induction, supervision, and appraisal processes
?Address performance, conduct, and capability issues appropriately
?Support staff wellbeing, retention, and morale in challenging environments
?Promote inclusive, respectful, and values-driven leadership
?Support succession planning and leadership development within teams
F. Quality, Compliance & CQC Readiness
?Ensure services are fully compliant with CQC regulations and KLOEs
?Support Registered Manager with inspections, audits, and action plans
?Lead internal quality audits and improvement initiatives
?Ensure care plans, risk assessments, and documentation are accurate and up to date
?Drive continuous improvement and evidence outcomes for service users
G. Partnership & Stakeholder Engagement
?Act as a key operational contact for:
oICBs and CHC teams
oLocal Authorities
oNHS professionals
oFamilies and advocates
?Represent PCS professionally in reviews, MDT meetings, and commissioning discussions
?Support positive, transparent, and solution-focused working relationships
?Contribute to service growth and development discussions

?Support cost-effective service delivery without compromising quality
