The starting salary is 47,060, which includes allowances totalling 2,928.


The salary is broken down as 44,132 basic salary, which will increase annually until you reach the top of the scale 52,652. Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

Job Summary




The Counter Terrorism Policing Headquarters, on behalf of government and the National Police Chiefs' Council (NPCC), ensures that the CT network has the funding, capabilities and resources it needs to deliver CONTEST effectively and to keep people safe from terrorism. It does this through the provision of corporate services as well as national operational tasking and co-ordination. It houses unique national CT capabilities that support the entire network as well as overseeing delivery of CT Policing across the regions to ensure that it operates in a way that is both effective and efficient. Crucially, the HQ represents CT Policing's interest within government and with wider stakeholders - ensuring that the policing contribution to CONTEST is both understood and appreciated.


Counter-Terrorism Policing (CTP) is revolutionising the way it uses data, analysis, research and technology. We have established a principal overarching strategy for Data and Analysis in CTP under a new Director. We are now creating a set of new functions and teams to develop advanced data and analytical capabilities and services to support the national CT Network. These functions report into the Director through four lead roles; Head of Data (Chief Data Officer), Head of Analysis, Head of Data Science and Chief Scientific Officer (CSO).




The role of Partnerships Lead will provide vital strategic direction in stakeholder and supplier (government, industry or academia) engagement and will be responsible for cultivating and maintaining stakeholder-supplier relationships essential for the future success of the CT Research Laboratory. The role will engage with: (a) CTP stakeholders to identify research and innovation needs, (b) policing and partners to ensure activities are informed by previous work and align with existing and future initiatives and (c) industry and academia to commission research activities. Importantly this role will develop our map of emerging research and innovation capabilities within academia and industry and initiate robust communication avenues and collaboration pathways with key players in the field.


The requirement arises from a gap in CTP and the CT Research Laboratory in specific of a leading role in partnerships in both targeted and blue skies scientific research that can be honed to deliver innovation aimed at resolving current and future operational requirements. The Partnerships Lead will establish a CTP research and innovation portfolio of stakeholders and suppliers to realise our S&T objectives. The role will also help capture requirements from CTP's customer communities and the translation of these requirements into R&D objectives.

Job Purpose




Counter-Terrorism Policing is revolutionising the way it uses data, analysis and technology. We have established new strategies for Data & Analysis and for Information & Communications Technology. We are now creating this new Partnerships Lead role to establish our wider research and innovation approach through collaborative thinking and to set the direction for future Research and Development Initiatives across the wider NS ecosystem.


The role will be responsible for setting direction and strategy for CTP S&T Partnerships with a special emphasis on bridging the gap between national security and research and innovation providers. The role will work with the Chief Scientific Officer and the CTP Head of Research to build robust avenues of communication for the CTP network with all our S&T partners in industry, academia and government.

Key Tasks




The post holder will be required to do the following:

Co-create and implement a CTRL outreach and partnerships strategy with associated portfolio Evaluate and harness national and international partnerships with academia Work with CTRL Heads and their staff to deliver day-to-day outputs from current and developing research projects Establish strategic coordination of CTP S&T activities with UKIC and policing Establish international relationships for science and technology collaboration Dynamically evaluate the efficiency of our outreach and engagement activities Inform and support the research-to-innovation strategy within CT

This is an exciting and challenging role and enables the post holder to be at the core of the new R&D function being established at CTP.

Knowledge



Expert-level depth and breadth understanding of research-to-innovation pathways and experience in the delivery of research-led innovation. Excellent facilitation, communication and data analysis skills. University level degree or equivalent qualifications in a relevant discipline Advanced understanding of R&D Innovation and the ability to see the bigger, organisational wide picture. Advanced technical expertise or experience in at least two other relevant research, science or innovation domains. Experience in stakeholder management and the ability to translate end user needs into R&D requirements. Deep understanding of the UK and international scientific and technical community, including familiarity with research collaboration and transfer agreements/protocols. Good knowledge of and experience in research funding initiatives and the peer-review process. Excellent working knowledge of IT/digital applications required for communication and collaboration. Experience of managing client relations including previous consulting experience. Strong end-user interaction skills, excellent networking ability, and proven experience in building working relationships with diverse and cross-functional teams.

Skills



Technical Partnering: a solid understanding of leading R&D projects or academic research through various contracting frameworks used by CTP or in other Government Departments and ability to lead and/or participate in inter-disciplinary teams where varying expertise and experience is leveraged towards meaningful innovation. Strong organisational skills: manage multiple, sometimes conflicting priorities and work streams whilst delivering high quality results as well as experience at delivering work at pace, reprioritising work as needed. Excellent interpersonal skills: Skilled at building positive trusting relationships with a range of stakeholders at all levels of seniority and across organisational boundaries. Confident enterprise-oriented leadership: interact with academic and industrial partners in a confident and respectful way that will command respect from key stakeholders, and they should have experience of influencing senior colleagues at Director level.*
Excellent communication skills: confident in delivering presentations and leading discussions or roundtables in pursue of consensus and advancement of knowledge and have the ability to develop relationships across all grades to improve collaboration and delivery.*
Time and Resource management: Expert skills in managing their time and leveraging resources towards the success of their team. Technical leadership: Expert skills in deriving non-technical 'mission' or outcome-driven business requirements and translation to a clear and actionable communications and plans. Ability to apply their academic knowledge and experience to inter and intra disciplinary activities for the delivery of targeted innovation.

Other experience



Proven ability to lead or participate in cross-functional teams, ideally gained within a large academic of government organisation. Demonstrable experience of creating a strategic vision, formulating strategy and initiating programme delivery, with effective performance monitoring, control and oversight. Experience of influencing senior leaders and officials nationally and/or internationally to realise organisational, joint and national objectives. Ability to understand, explain and navigate ethical issues in relation to science and technology within the policing and national security domains.

The Partnerships Lead post in the CT Research Laboratory has scope for substantial impact and will maintain our competitive edge while promoting our reputation for collegiate and collaborative thinking and innovation. The role will be at the core of the scientific and technical capability in CTP, the CT Research Laboratory, which is linked to partner capabilities across HMG. This role will transform our approach to outreach in the scientific research-led technical innovation realm, revolutionise our relationships with industry and academia and ultimately ensure that CTP and its partners maintain critical operational edge against our adversaries. This is central to our commitment to outpace the rapidly changing threat environment. The role will also be at the core of a new generation of inter-agency collaboration on scientific and technical capability across the national security and law enforcement community. This will give the role the scope for a high profile in Policing and in Whitehall, influencing and shaping a broad, national group.


This role has been identified by the CSO for CTP as a game-changing function to enhance kick start and enable Research and Innovation capability within CTP.


The post holder will be required to prioritise, develop, monitor and assess the rapidly evolving academic, government and industrial landscape of innovation in national security activities, proactively engage in partnership efforts and set up expectations for collaborations action with our partners and vendors while aligning all such efforts to our stakeholders' and leadership's expectations for excellence in our approach.
