We are looking for a Payroll Team Leader to join our payroll team on a 6 month fixed term contract. This role involves leading the team to ensure accurate, timely, and compliant payroll processing for all council staff. Responsibilities will include overseeing daily operations, implementing best practices, and supporting process improvements and system enhancements.
Responsibilities:
+ Supervise and develop the team, ensuring high performance standards.
+ Manage end-to-end payroll processes, including emergency manual payments and year-end activities.
+ Ensure compliance with statutory regulations, council policies, and best practices.
+ Handling complex queries
+ Driving continuous improvement
+ Liaise with HR, Finance, Internal Audit, and external bodies like HMRC and pension providers.
+ Train and mentor team members, conduct regular one-to-ones, and lead team meetings.

All about You
To apply, you should ideally hold CIPP qualification in payroll management or be working towards (or equivalent experience) and GCSEs in English and Maths (or evidence of literacy/numeracy). Experience in local government payroll is essential. Specifically, you must be able to:
Resolve complex payroll problems with sound, workable solutions.
Develop effective working relationships with stakeholders, including senior and operational leaders, other payroll/HR professionals, members, and external auditors.
Manage end-to-end payroll processes and lead a payroll team, ideally within the public sector or a large organisation.
Understand PAYE, NI, statutory payments, pensions, and HMRC regulations.
Exhibit excellent leadership, communication, and customer service skills, with an eye for detail and accuracy under pressure.
Possess strong skills in Microsoft Excel and payroll software; familiarity with Unit4 HRP is a plus.
Maintain a collaborative, flexible, and proactive approach to work, with a commitment to equal opportunities and safeguarding.
