Job summary
The Scottish Forestry (SF) People Team is a developing team within Transformation and Corporate Services. The team comprises the Head of People (HR and L&SD), HR Business Partner, HR Adviser, People Policy and Engagement Partner(this role), Learning and Skills Development Manager, Learning and Skills Development Officer and an Administrative Support Officer.
The People Team provide a professional, responsive HR Service which understands the Agency's ambitions and supports innovation, a culture of continuous improvement and partnership working. We work closely with colleagues in the People Team in our sister Agency Forestry and Land Scotland (FLS). Elements of People Services including Payroll, Health, Safety and Wellbeing and Technical Forestry Learning and Development and limited elements of HR policy are provided by FLS via a Service Level Agreement (SLA).
The SF People Team are responsible for providing professional HR Services including HR Operational Support, People Policy development and implementation and Diversity, Equality and Inclusion to support the Agency achieve its Corporate objectives. The People Policy and Engagement Partner is a new position which will work across the Agency, engaging with colleagues and Trade Union representatives.
SF comprises five geographically based Conservancies; Highlands and Islands based in Dingwall, Grampian based in Huntly, Perth and Argyll base in Perth, Central based in Hamilton and South based in Dumfries and Selkirk. In addition SF has a Head Office which is based in Edinburgh. The Agency employs around 240 colleagues. The People Policy and Engagement Partner will work with colleagues based in all geographical locations.
Job description
Working closely with the Head of People (HR and L&SD) you will ensure our HR and people policies and procedures are fit for purpose and aligned with legislation, best practice and fit with the Agency's culture and Corporate Strategy and Plan. You will engage with colleagues in the Forestry and Land Scotland HR Policy Team when appropriate.
Working in partnership with colleagues across SF you will lead the development, review and implementation of new and revised SF specific HR and wider people policies and procedures. As part of this process you will conduct research, recommend innovative ways of working, undertake benchmarking and be the lead author. You will lead engagement activities with colleagues and Forestry Trade Unions Scotland (FTUS) representatives to ensure a partnership approach to policy development.
Working with the Administrative Support Assistant and HR Advisor you will ensure that all HR documentation posted on the Agency's Saltire pages are maintained, accurate and current.
You will work collaboratively with colleagues in the SF People team to ensure the delivery of effective, flexible people based people policy solutions.
You will be required to provide professional HR support to a range of projects and programmes. Therefore a flexible approach to remit is essential. You will also provide cover for colleagues where required.
Communication and engagement with the business will be an essential part of the role and you will have regular meetings with various stakeholders. You will therefore need to have the ability to travel occasionally across Scotland (some overnight stays will be needed too).
Person specification
Experience
Essential:
Experience of working in an HR policy or senior HR advisory role.
Experience of writing documents in plain English and ability to adapt writing style to suit different circumstances, for example preparing policy documents, board papers or all staff communications.
Experience of interpreting people policy and providing professional HR advice to senior managers and stakeholders.
Ability to produce high quality written reports that inform and influence senior managers.
Strong interpersonal, decision making, influencing and negotiating skills.
Experience of working in a unionised environment and engaging with Trade Union representatives.
Desirable:
Experience of working within Civil or Public sector HR.
Experience of producing intranet content, communications or policy writing.
