The Resources and Waste Strategy (2018) sets out clear strategic aims and objectives to move waste up the waste hierarchy, prevent waste from arising and increase recycling. The County Council's ambition is not only to achieve these targets, but to be one of the best performers in the country.



As the successful postholder, you will understand the implications of current and future legislation and policies on our services, providing performance reports to inform strategic decision making within the West Sussex Waste Partnership (WSWP) and assisting in developing, monitoring and updating the joint waste strategy. The Opportunity


Salary:

36,363 to 39,152per annum


Working Pattern:

Full time, 37 hours per week


Location:

County Hall, Chichester and working from home (Hybrid approach)

As the Performance Analyst, you will provide expertise to the WSWP to successfully implement the policies identified in the Resources and Waste Strategy. You will be able to undertake modelling and scenario planning across the long term (25-30 years) to develop a waste strategy that informs and directs changes to existing and future recycling and waste contracts.



You will be required to manage the procurement process for required services and this will involve drafting tender documents and working closely with legal, procurement and financial services. You will be analysing and interpreting diverse datasets and complex information to evaluate tenders and facilitate contract award.



You will be able to investigate and communicate examples of best practice and service development in other local authorities and propose how these might be adopted / adapted for use in West Sussex. Provide strategy support and undertake direct research relevant to the work of the Waste Management Service to meet stated briefs, in particular related to strategy, policy development and decision making at the highest levels.



These exciting projects are wide and varied, from statistical scenario-based modelling and procurement to informing changes in collection methodologies in line with government policy, to the potential implementation of deposit return schemes (DRS) and extended producer responsibility (EPR), and their implications on our existing contracts and infrastructure.

be highly motivated, demonstrating a passion to drive through change with the aim of leading the organisation to deliver the strategic aims and objectives of the service, demonstrate real passion for the waste prevention and recycling agenda, showing your credibility through your professional experience in the field, have a talent for noticing trends and understanding varied and interrelated drivers for costs and performance, have a strong history of dealing with statistics and financial management, be prepared to constructively challenge team members and partners to seek improvements, demonstrate your networking abilities and willingness to work in partnership, show a determination and ability to work proactively and use your initiative, try new things and actively listen and engage with feedback, and manage conflicting demands whilst remaining calm under pressure, supporting other colleagues and being a team player.
