Job Description

Undertaking Secretary of State for Health and Social Care appellate functions, NHS Resolution's Primary Care Appeals service is responsible for ensuring the prompt, reasoned, and fair determination of appeals relating to the establishment and relocation of NHS pharmacies and GP dispensing services and for the resolution of disputes between pharmacies and integrated care boards.


We are looking to appoint pharmacy members to our panel list.


You will sit as a member of a Committee which will determine highly contentious appeals which have a direct impact on patient care. You may at times be called upon to support NHS Resolution officers adjudicating on disputes.


You will be responsible for the consideration and determination of appeals, acting with independence, impartiality, integrity, propriety and equality of treatment, appreciating the importance of high standards of conduct and of maintaining public trust.





Applicants must hold BScPharm or MPharm qualification, or equivalent, or equivalent experience (to be considered and determined by NHS Resolution) and be currently registered with the General Pharmaceutical Council (GPhC) or previously registered with the GPhC with retained membership of the Royal Pharmaceutical Society. They should also possess:

Analytical - Proven ability to consider and understand highly complex information on a wide range of issues. Communication - Excellent oral and written communication skills and interpersonal skills, including the ability to communicate professionally with a range of stakeholders. Stakeholder engagement - Ability to explain and justify decisions in language appropriate for a broad range of interested parties. Accountability - An understanding of the importance of upholding public interest in high quality, efficient, consistent and fair decision making. Knowledge - Knowledge of the application of pharmaceutical practices in a primary care setting.

Exclusions




Certain persons cannot be a member of the Committee and therefore would not be eligible for the role. This includes:

A person included in a pharmaceutical list (maintained by NHS England) or an employee of such a person. A person who assists in the provision of pharmaceutical services as referenced in section 126(8) of the NHS Act 2006, which defines pharmaceutical services as those services set out in the Regulations (i.e. essential services) and additional pharmaceutical services set out in directions (i.e. advanced and enhanced services) set out in the Pharmaceutical Services (Advanced and Enhanced Services) (England) Directions 2013. An LPS chemist or a person who provides or assists in the provisions of local pharmaceutical services. A provider of primary medical services. A member of a partnership or shareholder in a company that is a provider of primary medical services. A person employed or engaged by a provider of primary medical services. A person employed or engaged by an APMS contractor in any capacity relating to the provision of primary medical services.
