Management and Leadership Work in close partnership with the Welsh Government Planning Team to develop the National Planning Framework, acting as the conduit across the NHS P&I directorates to inform Welsh Government. Support and maintain relationships that the NHS P&I strategy, workplans and outcomes are clearly communicated to the wider NHS Wales system Lead the development and coordination of planning in specific directorates of the NHS P&I to ensure data driven, evidence-based planning, intelligent deployment of insight to support strategic, clinical and system wide priorities. Communications and Relationships Working with peers across the NHS P&I directorates support the collaborative and integrated approach to priority setting and reduce duplication in resources. Manage, motivate, persuade, and influence multiple stakeholders to ensure the timely completion and in the adoption of service improvements and clinical pathways.
To provide and receive highly complex, highly sensitive or highly contentious information where developed persuasive, motivational, negotiating, training, empathetic or reassurance skills are required to overcome significant barriers to acceptance, drawing on the highest level of interpersonal communication skills. The post holder will be required to regularly produce complex reports and presentations based on a range of information from a variety of sources. Writing and presenting reports to a wide range of groups possibly including Welsh Government, National NHS groups as well as individual Health Board groups, as required. Analytical & Judgement Skills Lead aspects of the development of an approach that supports the timely identification of challenges/emerging themes through use of insight, data and operational context and mechanism to identify, escalate and support delivery of agreed priorities.
To do this the postholder will be required to analyse and interpret complex information, make judgements on impact on agreed plans and present options for appropriate actions as necessary. Analyse and interpret national policy including Welsh Government directives, Royal College guidance, commissioning, planning and NICE guidance etc. to inform system planning Co-ordinate cross functional activities with national informatics and data teams to understand variances from original plans and maintain a view of actual against forecast projections and the implications for strategic and system planning Policy and service development Lead on a range of planning development and corporate initiatives including annual plans as agreed with the Head of Planning both within the NHS P&I and across the wider NHS Wales system. Through communication networks, work with external agencies as appropriate in collaborative schemes for delivery of joint strategy and service developments.
Support and contribute to the development of the NHS P&I work programme, ensuring engagement with health boards and trusts in determining its priorities and to ensure it supports and informs medium term, annual operational and financial plans, including implementing and evaluating service plans and strategies. Freedom to act Responsible for the day-to-day operational management and strategic development of all services within the post holders portfolio, balancing the need for proactive service development and strategic leadership against the reactive demand of operational responsibilities and stakeholders. The post holder will be expected to work independently guided by broad health strategies and organisational policies and specific local and national guidelines, advising on how these should be interpreted and implemented.
