As a Planning Officer, you will bring a high level of professional expertise and play a key role in shaping sustainable, inclusive places that support health and wellbeing, economic recovery, and climate action.



You will work collaboratively across the Place Strategies team and with stakeholders, communities, businesses, and other public sector partners.



There are two roles available due to promotions within the Development Plans team.



You will:


Lead and contribute to the development of strategic planning documents, spatial strategies, and policy guidance. Support the delivery of the Council's place-based approach to planning and regeneration. Engage with communities and stakeholders to ensure inclusive and effective plan-making. Analyse complex planning issues and provide expert advice to inform policy and decision-making.

Skills & Experience Required

You will have a degree in town planning or a related discipline leading to exemption from the Royal Town Planning Institute (RTPI) exam



You will have Chartered Membership of the RTPI. (Essential, alongside 2 years post membership experience for PR9 grade).



We welcome applications from candidates with experience in planning policy, spatial planning, or related disciplines.



Ideally applicants will have post RTPI membership experience although this is not essential provided, you meet all the other criteria.



Salary placing for the successful candidate, will be based on the candidate's individual experience in line with the career grade structure.

You should have:


A degree in town planning or a related discipline leading to exemption from the Royal Town Planning Institute (RTPI) exam. Chartered membership of the RTPI (Essential, alongside 2 years post membership experience for PR9 grade). Experience in development planning or strategic planning policy. Excellent communication and stakeholder engagement skills. A collaborative mindset and ability to work across disciplines that include infrastructure, conservation and heritage, and the environment. Good knowledge and experience of using Geographical Information Systems (GIS). Experience in project management. A commitment to innovation, sustainability, and delivering positive outcomes for people and places. You must have a valid driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
