Job Description

JOB PURPOSE



The Plant Manager is to drive continuous improvement and optimisation of all processes. Oversee all daily operations of the plant from production and manufacturing to ensuring policies.

MAIN RESPONSIBILITIES



HSE



Ensure HSE policies and procedures are implemented and enforced

Report, investigate and implement actions and lessons arising from any HSE failings

Define and implement improvements and corrective actions to HSE policies and procedures

In cooperation with external/internal HSE adviser, conduct regular audits of HSE compliance and implement identified changes and corrective actions arising from audits.

Operations



Ensure plant operations are conducted according to laid-down operational procedures, EA permit conditions, planning conditions, ABPR regulations and licence, pest control requirements, waste movement regulations etc.

Ensure daily site checks and routines are maintained to ensure the site remains both compliant with EPR (Permit) and maintains operational performance.

Direct and supervise workforce, ensure workforce is adequately trained and resourced.

Ensure plant performance is optimised and monitored and Identify changes, improvements, and other amendments required to existing operational procedures and implement.

Ensure adequate biological monitoring regime (sampling etc.) is in place and interface with contractors to ensure adequate oversight and that corrective actions are taken to maintain a healthy digester bacterial population.

Liaise with service and maintenance staff to implement planned and corrective maintenance activities are carried out

Manage operational contractors (principally waste disposal/recycling contractors but also equipment hire etc.).

Provide a point of contact with site to assist with any potential issues and advise on ways and means to alleviate issues

Ensure any specific requirements and/or demands from the client are met.

Accurately document the operational and support level to ensure that the operations team meet the T&C's of the operational contract.

Ensure all defects and issues are reported and dealt with in a timely manner, liaise with the Service Support Manager to plan necessary works.

Maintenance



Ensure scheduled, routine and breakdown maintenance tasks are carried out.

Monitor plant reliability and identify and resolve recurring issues, ensure adequate spare parts inventories and emergency contractor callout plans are in place to achieve good reliability.

Manage maintenance contractors

Customer relations



Provide weekly reports on quantities of waste received, energy generated and report any issues arising.

Manage daily interfaces with site personnel

Manage relationship with farmer to remove digestate

Manage imports of feedstock

? Ensure proper recording of amounts received

? Maintain liaison with Feedstock Supplier over source and type of imports to ensure acceptable levels to meet plant performance.

Personnel



Assist in the appointment, manage and discipline operating staff.

Liaise with payroll/Admin concerning monthly salaries - overtime payments, sickness, holiday, other payments, starters and leavers.

Regulatory Relations



Manage contacts and relationships with the following;

Environment Agency, including operating permit compliance and quarterly waste disposal returns.

Government Veterinary Service, including ABPR licence compliance and digestate routine sampling.

Water, sewer discharge condition compliance, monthly discharge volume reporting, discharge quality sampling and monitoring.

Local Authority, manage any issues relating to planning consents

Digestate



Direct liaison with the Environmental & Compliance Manager to ensure that all deployments and/or procedures through PAS110 are implemented in accordance with the PAS110 structure and permit.

Where the waste is being removed under deployments, check deployments and liaise with site to allow correct paperwork and weigh bridge programming.

Reporting



Assist site and work with site managers with the reporting and data collation for all sites, to provide a weekly report for internal use on all aspects of; staffing, power output, purchases, hired equipment, site issues, repairs, visitors, future meetings, areas for concern etc.

A daily feeding and fermenter loading plan liaising with the lab, arranging periodic testing and analysis.

Daily reports where required to be produced and distributed to the client in a precise and timely manner.

Completion of the sites Monthly Report and to distribute the report to the necessary people within BNE and the clients team.

Assist Environmental & Compliance Manager in the preparation of statutory reports and compliance documentation.

Budgeting



Look to ensure that all sites are supported in there efficient and effective operation taking into consideration all OPEX and potential CAPEX spend.

Assist Senior Managers with financial and budgetary reporting.

Planning and preparing



Liaise with Service Co-ordinator to assist in the planning and preparing of major works of maintenance, improvements and repair.

Training



Assist Environmental & Compliance Manager in the identification and deliverable training of all staff in order to demonstrate key competence levels required.

PERSON SPECIFICATION



Process and Operational Experience essential.

Excellent Microsoft skills, in particular excel

Excellent oral and written communication skills

Strong organisational skills and ability to react to suit operational support requirements

Must be able to organise time effectively and prioritise tasks to cope with fluctuating workloads.

High level of accuracy in checking & processing information

Ability to form good relationships with colleagues, clients and vendors

Able to work on own initiative, make effective decisions and as also work as part of a team

A positive flexible attitude
