Salary:

The starting salary is 47,060, which includes allowances totalling 2,928.


The salary is broken down as 44,132 basic salary, which will increase annually until you reach the top of the scale 52,652 Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

We are seeking a Policy and Strategy Advisor to support senior leaders across Counter Terrorism Policing, government, and intelligence partners. You will report to the Policy and Strategy Lead within the Strategy, Planning and Performance Directorate at CTPHQ.


The role involves working across CT Policing, intelligence partners, and government to advise on high-level policy, strategy, and legislative ambitions, while working directly with senior policing and government officials. You will be responsible for managing key projects from development to delivery, maintaining stakeholder relationships, and ensuring the delivery of timely, accurate advice across regional, national and international CT policing priorities.

Key responsibilities:



Provide expert policy and strategy advice to support effective, informed and coordinated decision-making by senior leaders across Counter Terrorism Policing and government. Produce high-quality briefings, letters, and updates to prepare CTPHQ seniors for high-profile external engagements, governance forums, and strategic meetings. Interpret and analyse the impact of proposed government policy and legislation on CT policing, articulating a clear and consistent position on behalf of CTPHQ. Identify and manage critical policy issues affecting CT Policing, working in collaboration with national and international partners across the policing and security network. Ensure the delivery of timely and accurate information in response to internal and external stakeholder requests, including during live incidents and as part of CTP's crisis management response. Manage expectations and pressures from external partners, safeguarding CT Policing priorities and maintaining alignment with national security objectives. Support the planning and execution of governance processes, including preparation of agendas, coordination of meeting papers, minute-taking and wider secretariat duties as required. Lead and contribute to longer-term strategic and corporate projects that drive organisational improvement across the SPP Directorate and wider CTPHQ. Respond to operational information requests from the Home Office and wider government as part of CTP's crisis management responsibilities.Be willing to provide on-call cover which attracts out of hours renumeration.

Vetting



This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.


This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV)] clearance.


As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process. Essential For The Role

Skills



Able to communicate effectively with senior managers in both verbal briefings and written reports. Excellent organisational skills, with the ability to prioritise work, meet deadlines and deliver multiple projects simultaneously. Confident and engaging when delivering presentations or providing expert advice on complex projects. Skilled in building and maintaining effective relationships across policing, government departments and partner organisations. Comfortable working under pressure in fast-paced and reactive environments, adapting quickly to meet operational demands. Eligible and willing to undergo Developed Vetting clearance where required.

Experience



Experience in policy, strategy and briefing, both verbal and written, for senior personnel in complex and sensitive environments. Experience in the formulation and delivery of policy, with a strong understanding of how to take strategies from development through to implementation. Proven ability to manage workload independently while delivering wider projects and strategic initiatives on time and to a high standard. Confidence and credibility in a range of scenarios, including delivering presentations and advising on high-level programmes. Experience working collaboratively within wider teams, with the ability to build effective working relationships with senior stakeholders and external partners. Proactive in identifying and applying best practice, with a continuous improvement mindset to help shape and influence future policy work. Experience or understanding of terrorism, national security, and related thematic areas. Understanding of the Counter Terrorism Policing Network, including national and international responsibilities, governance arrangements, and relationships with government and intelligence agencies.
