If so, we have an exciting opportunity for a Policy & Briefings Senior Advisor to join our team at the Ministry of Housing, Communities and Local Government (MHCLG) and we'd love to hear from you!


This is a key role at the heart of a major Government programme, making a tangible difference for the communities we serve. We are looking for candidates with experience in briefing and policy development who are looking to bring their expertise to a high profile and sensitive environment. You will play an instrumental role in supporting the Government's engagement with the community (Ministerial and official), to support their recovery. You will also support the process to determine a fitting memorial on the site.


The response to the Grenfell Tower fire remains high profile and forms a key part of the government's commitment to support those affected and maintain the highest standards in our support for bereaved families, survivors and local residents, alongside wider policy work on the legacy from the tragedy.


This role requires working with stakeholders across government which will help you build your network and position you for a range of future career options. There will be opportunity to shape the role to align with the candidate's interests and development goals. Job description




As the Policy & Briefings Senior Advisor:

you will lead on the development and coordination of high-quality cross cutting, and strategic briefings, submissions and other products for ministers and senior stakeholders on key issues affecting the Grenfell community you will apply an understanding of the big picture using insight from community engagement and the wider political context to respond to a variety of commissions across policy teams and develop effective policy solutions you will have good attention to detail and strong organisational skills to deliver, monitor and track a variety of policy products across the directorate, wider policy teams, and central strategy teams. This can include briefing for ministerial meetings with stakeholders, parliamentary debates, committees and oral parliamentary questions, and support on correspondence, PQs and other strategic commissions as part of the wider team you will be a strong communicator, and confident in briefing and engaging Ministers and senior officials, in writing or in person, with continued support and input from your colleagues you will build excellent relationships and collaborate with a range of internal and external stakeholders on key policy areas including building safety, health, education, and social housing you will need to have a strong sense of initiative, be comfortable working flexibly beyond team boundaries, developing an understanding of a range of policy issues and working with teams to deliver on priorities you will work with private offices and the communications team, to support engagement with key stakeholders in the department and across government to facilitate key public announcements, Ministerial engagement, and Parliamentary debates

Person specification



Excellent communication skills, both written and verbal to deliver high quality and informative products for Ministers and senior officials. A proven track record of developing a range of briefing and policy products, with a high standard of written and oral communication skills. Ability to see strategically across policy areas and to identify gaps and priorities, including to consider insights from engagement with the Grenfell community, other government departments, and the wider political landscape to ensure products support departmental priorities. Ability to work collaboratively and provide clear direction to policy leads contributing to a product. Ability to review material and contributions, identify gaps and work with them to ensure the material is drafted on time, coherently and addresses the need, while remaining dynamic and adapting to an evolving policy area. Strong stakeholder engagement skills and the ability to build and maintain relationships with internal and external partners, across grades, teams, and professions, with a proven track record of delivering through others. This includes with Private Offices and Ministers.

SEO Salary



The salary for this role is

44,319 (London) or 40,669 (National).

For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.






Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. Sift and Interview Dates

Reserve List

CTC (Counter Terrorism Check)




All MHCLG colleagues must meet the Baseline Personnel Security Standard. This is a series of basic security checks to confirm identity and employment history. In addition to the BPSS, successful candidates for roles based in our 2 Marsham Street building must meet the security requirements before they can be appointed. The level of security needed is counter-terrorist check and the process can take up to 8 weeks to complete. CTC security checks requires you to have been resident in the UK for the past 3 years. Please refer to the MHCLG Notes on Security Clearance section of our Candidate Pack for further information on Counter Terrorism Clearance (CTC).


Candidates should also note that with effect from 1st August 2018 the department will also check all applicants who are successful at interview, against the Internal Fraud Database (IFD) held by the Cabinet Office. Internal Fraud Database




The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
