Job Description

We have an exciting opportunity for a Policy Manager (also known as a Change Manager), Grade 12, to join our Rules Management Team, which sits within the Customer and Code Management Department.

Team Overview:





Customer Operations & Code Management is the directorate within Elexon that delivers our more customer-focused functions. This includes assurance, market design, industry change, and account management functions across the seven services we provide.


Our main service is operating the Balancing and Settlement Code (BSC), which underpins the GB electricity market. Elexon manages its work through defined Services and supporting Products, with resources matrix-managed into projects as needed.


Within this directorate, the Rules Management team supports Ofgem and industry in developing and progressing changes to the BSC, Data Integration Platform (DIP), Capacity Market Advisory Group (CMAG) and Market Facilitator Arrangements that bring improvements to the electricity markets. The team regularly engages with senior Elexon colleagues and stakeholders across the GB energy sector, delivering high-quality outputs that directly strengthen Elexon's reputation.


Rules Management also provides governance and administrative support to a range of industry groups and committees, including the BSC Panel and Stakeholder Advisory Board (SAB). The team implements approved changes to the BSC, DIP and Market Facilitator Arrangements via the Digital Code, which it also manages and develops through a dedicated product sprint team.


The Change team manages the progression of modifications and changes to the BSC, DIP and Market Facilitator Arrangements through a structured governance framework, matrix-managing multidisciplinary teams across Elexon to deliver effective solutions to complex industry challenges.



Job Purpose:





Working in the Change team, you will report into the Head of Rules Management. You shall lead and develop a team of Change/Senior Change Leads, being accountable for assuring the overall high quality and timeliness of their outputs in support of the change processes that we operate.


The Manager shall oversee workload within the team, as well as getting hands-on in progressing changes (we expect an approximate 60/40 split between line management and progressing change). The Change Manager shall also actively develop internal processes and systems to support colleagues in efficiently progressing Changes. The role holder shall regularly be required to challenge assumptions, unblock challenges and make fast paced decisions using all available evidence, to support colleagues in their work. You will need to feel comfortable engaging with and challenging others, in the right way, to ensure optimal outcomes. As a Change Manager, you could work on any of our change services, including BSC, DIP, CMAG and Market Facilitator. This includes providing expert advice and guidance to the relevant groups on the change governance arrangements.


You shall also be involved in negotiations and discussions with Elexon's customers (market participants), National Energy System Operator (NESO), the Regulator (Ofgem) and government regarding all things industry change.


We expect this role to primarily support MF and SSES change services



Key Responsibilities:



Line manage (by directing, supporting, coaching and delegating) and lead a team of Change Leads (currently approx. 4-6 direct reports), and matrix manage colleagues across Elexon to support the development and implementation of changes or other change services as may be required. Regularly chair industry workshops of up to 15-30 delegates at a frequency based on business need. Proactively suggest and deliver improvements to internal processes, delivering tangible benefit for colleagues and the business. This may require facilitating internal meetings. To research, assess, develop and implement changes to the relevant rules, following a defined governance framework. This will include regularly drafting and quality reviewing technical papers of up to 10k words or more. Ensure that all customer queries are resolved adequately and in a timely manner. Engage with stakeholders (Ofgem, government, NESO and industry participants) in a positive manner to develop Elexon's reputation and positively influence the change portfolio. Provide expert guidance on our change processes and governance to customers, industry groups and Elexon colleagues. Contribute to and lead ad-hoc projects as required to enhance the service provided by the business area.

Capabilities and competencies:

Developmental / Desirable:



Experience in utilities regulation or another regulated industry Experience of project methodologies including Agile/Waterfall Knowledge and experience of the BSC, flexibility markets or code management
