Job summary
The government has committed to a multi-billion-pound investment in UKHSA's new laboratory facilities - the most significant investment the UK has made in biosecurity infrastructure in a generation. These state-of-the-art laboratories, to be built at a new site in Harlow, will replace UKHSA's existing facilities at Porton Down and Colindale and will be critical to the UK's public health resilience and national security for decades to come.
This decision marks a pivotal moment for UKHSA and the wider government science landscape. The new facility will bring together world-class capability under one roof, enabling cutting-edge research, pandemic preparedness, and the protection of the UK from major biological threats.

This role is being offered as hybrid working based at any of our Core HQ's. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ's (Birmingham, Leeds, Liverpool, and London) or at one of our scientific campus sites (Colindale, Porton and Chilton). Most of our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
Job description
As the Policy Stakeholder Advisor for the programme, you will play a central role in shaping the strategic direction, building a high-performing team, and securing continued ministerial and cross-government backing.
This is a rare opportunity to shape a generational investment in the UK's scientific infrastructure and health security landscape. You will also take responsibility for advising UKHSA's People and Workplace Directorate on the scope and overall strategic direction of the programme to ensure they are able to deliver a comprehensive transition plan for the affected staff who will be moving to the new site.
You will be leading various areas of work supporting the Deputy Director for Programme Strategy to set up for success. These will include, but will not be restricted to:
Leading the Strategic Business Case for the programme, presenting to HMT and others a clear vision for the project;
Advising the SRO, Executive Committee and ministers on key policy issues that arise as part of the work to build the Centre;
Engaging with staff across the organisation on the move, listening to their feedback and ensuring that the programme team delivers on their needs as much as possible
Finalising the scope of the Harlow site, ensuring that UKHSA's requirements are fully met and that a sustained programme is built which delivers results.
Key role in the development of stakeholder communication strategies and develop/manage ongoing relationships with critical stakeholder groups in order to identify and deliver objectives that benefit all parties ensuring the wider team are able to deliver high-quality briefings, correspondence and submissions at pace. Working across the team to build experience and skills in these areas.
Lead engagement with Harlow council, supporting them to understand the implications of UKHSA's move to the town and how we can work together to prepare for the transition.
Establishing mechanisms to ensure that any gaps in policy development captured through the team's work can be identified, scoped and turned into projects either completed within the team or by others across the directorate.
Support the People and Workforce Directorate on the corporate transition work, advising them on programme developments and how it impacts on their role to retain talent, develop re-location policies etc.
Playing an important role in the Programme as a whole, supporting the Director and senior leadership team across a range of management, policy and corporate issues as required.

Essential role criteria:
Experienced in policy development and demonstrate the ability to work both within technical detail and strategic context. (Lead criteria)
Good communicator, able to build credibility and have impact with internal and external stakeholders and senior leaders across disciplines.
Experience of confidently engaging and presenting to senior stakeholders to generate commitment and public buy-in to programme objectives.
Demonstrate experience of developing communications and engagement strategies on behalf of complex organisations.
A strong eye for detail whilst maintaining a strategic view on how different projects fit together, making decisions and guiding others to deliver against that strategic vision.
Capable of working flexibly with a high degree of resilience, responding quickly to high-profile issues.

Stage 1: Application & Sift

Security Clearance Level Requirement
Successful candidates will require Basic Personnel Security Standard (BPSS) as a minimum with willingness and capability to work towards Security Check (SC) clearance.

Future location
UKHSA is investing in a new state-of-the-art National Biosecurity Centre in Harlow, Essex, which will eventually bring together teams currently based at Canary Wharf, Colindale and Porton Down. For more details, please see: Huge biosecurity centre investment to boost pandemic protection - GOV.UK.
The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available. If you're appointed to a role currently based at Canary Wharf, Colindale or Porton Down, please note that we'll continue investing in these sites for the next decade. As we get closer to the transition, we'll provide full information about relocation support available to staff.
