Pre-Construction Manager

to join our

Regional Build team in Warrington

, playing a key role in securing and shaping future work across the North West.



As Pre-Construction Manager, you will lead the pre-construction phase of bids and negotiated opportunities, ensuring solutions are safe, compliant, competitive, and aligned with client objectives. Working collaboratively with estimating, design, planning, commercial, and delivery teams, you will help transform early-stage opportunities into successful, well-planned projects.

What you'll be doing



As a

Pre-Construction Manager

you will:


Lead and manage the full pre-construction process from opportunity identification through to contract award Develop and manage bid programmes, ensuring timely and high-quality submissions Coordinate multi-disciplinary teams including estimating, design, planning, commercial and supply chain partners Engage with clients and consultants to shape solutions and build strong relationships Manage risk and opportunity, ensuring robust strategies are developed and clearly communicated Lead value engineering, buildability reviews, and early contractor involvement (ECI) activities Ensure all pre-construction activities comply with Balfour Beatty governance, safety, quality, and sustainability standards Support seamless handover from pre-construction to delivery teams



Who we're looking for

You will have the following:




Proven experience in a pre-construction, bid management, or project management role within the construction industry Strong knowledge of UK construction procurement routes (e.g. two-stage, frameworks, negotiated work) Excellent stakeholder management and communication skills Ability to lead, influence, and coordinate multi-disciplinary teams Commercially astute with strong programme and risk management capability Experience working on regional build or similar projects is desirable
