As a Principal Business Intelligence Officer, you'll thrive on delivering automated data pipelines, business intelligence solutions, including visualisation of data. A key requirement will be to work with business teams across the Council to design, develop, test and deliver data products and solutions. In doing so, you will need to ensure that data standards and data quality improvements are implemented. You will also be expected to maintain strong and productive working relationships with stakeholders.

About you




As a Principal Business Intelligence Officer, you will bring to the role:


Ability to interpret business requirements and develop automated data pipelines and reporting solutions. Ability to develop automated dataflows and transformations using recognised data management software, such as Azure and Microsoft Fabric. Ability to develop reports using recognised business software tools, such as Microsoft Power BI, and adapt to new tools as required. Ability to produce comprehensive high quality reports that are intuitive and respond to the needs of the business. Excellent analytical skills. A solutions-focussed attitude and way of working. Ability to fully participate within an effective team environment and win the confidence and trust of colleagues.

About the role



As our next Principal Business Intelligence Officer, you will;


Provide advice on a range of issues relating to optimising the value from the data and information in council systems. Develop automated data solutions, therefore removing manual processing and driving up the efficiency of the Council. Promote activities to improve data quality and apply robust data governance standards to ensure the integrity of data across Council systems. Ensure the integrity of reporting is maintained through changes to Council systems. The role is integral to our service.

Job purpose


Working with business teams, ensure that end-to-end business intelligence solutions are identified, specified accurately, developed, tested and delivered. This may involve a range for data activities including automated ingestion, transformation and visualisation. Ensuring data standards and data quality improvements are implemented is key to this role. Ensure that strong and productive working relationships with stakeholders are maintained with stakeholders as appropriate.


Responsibilities

Maintain up-to-date documentation and procedures relating to data and reporting processes. Working with the Business Partners to ensure that business requirements are captured and translated into detailed specifications. Develop effective solutions to business reporting and intelligence requirements, using the tools and data available. Ensure there is an appropriate testing routine for all new reports. Work collaboratively with colleagues within the team and more widely across the directorate and in ICT on specific programmes of work. Advise on the impact of technology and software changes in relations to reporting. Working closely with the Council Performance Service, ensure that reporting requirements are met in a timely manner to meet government and local reporting timeframes Design, develop and test reports and queries as required by the business. Line management of Assistant Business Intelligence Officer(s) including their supervision, appraisal and effective performance management of team Participate in training and development activities as necessary to ensure up to date knowledge, skills and continuous professional development. Undertake other duties appropriate to the post as required by the Business Intelligence Manager Exhibit the Council's Values in the role and comply with the requirements of all Leeds City Council and Departmental policies, procedures and staff instructions including responsibilities under Health and Safety Policy and Procedures. Knowledge required




Significant knowledge and understanding of national policy implications in relation to the relevant service area and how this impacts on statutory and business reporting. Of data quality improvement activities and data governance issues. Of the use and application of business intelligence software. In depth knowledge and understanding of data structures and how these impact on business intelligence. An appreciation of all of the processes involved in systems development and how system changes can impact on reporting. Comprehensive understanding of the Data Protection Principles and the Data Protection Act.

Experience required




Extensive experience of working in a business intelligence environment. In-depth experience of using Information Technology in support of Business Intelligence. Experience of working with large, complex and sensitive data sets. Of interpreting business requirements from colleagues with little or no technical IT expertise. Of liaising with stakeholders. Of working effectively within a team. Excellent Microsoft Office user
