Engage in pre-application discussions with Planning Officers, developers, consultants, and District Councils as appropriate.
Provide Highways Development Management (HDM) advice on Transportation Assessments, Statements, and Travel Plans, and assess these documents when submitted with planning applications.
Offer recommendations on highways and transport issues to District planning authorities within agreed timelines, including mitigation and developer contributions.
Represent the Highways Authority at County and District Planning Committee meetings, stakeholder meetings, and site visits, providing highways and transport advice related to planning applications and Local Plan spatial growth options.
Negotiate Section 106 financial contributions for strategic infrastructure supporting the Local Transport Plan objectives.
Instruct the Major Projects team on the design and delivery of Section 106 funded schemes.
Work with Legal officers to prepare and enter into legal agreements with third-party developers.
Build and maintain working relationships with Senior Officers within the County Council, district councils, developers, and other stakeholders to facilitate economic sustainable development.
Commission supporting services from transport consultants.
Maintain professional working relations with Elected Members.
Prepare reports, briefing papers, and responses to questions promptly and effectively.
Conduct site inspections and surveys to validate submitted transport appraisals.
Prepare evidence and present the highway authorities' case at planning appeals or Public Inquiries.
Train and mentor junior staff members.
Line manage development coordinators and technicians within designated geographic areas.
Assist within the Highways Legal Agreements team as needed.
Perform duties with regard to Customer Care, Equal Opportunities, Information Governance, Data Protection, and Health and Safety policies and procedures.
Person Specifications
Experience
Substantial experience in a public or private organization dealing with Highways development management issues.
Significant experience in Highways Planning and Development legislation.
Experience in public presentations at planning committees and hearings.
Experience negotiating complex legal agreements.
Familiarity with engineering design standards.
Experience using transport modeling applications.
Experience working within a political environment or supporting Local Authorities.
Experience preparing reports for technical appraisal and public review.
