We are recruiting a Principal Human Resources Officer at Caerphilly County Borough Council.

We are looking for an experienced Principal HR Officer to join our People Services Business Partner team. This is an exciting opportunity to contribute to the delivery of a high quality and professional HR service across the organisation, supporting managers and employees on a wide range of people-related matters.
As a key member of the HR team, you will provide expert advice and guidance on complex employee relations issues, attendance management, recruitment and selection, restructures, and terms and conditions of employment. You will also play a pivotal role in developing and implementing HR policies and procedures, delivering HR training, and analysing workforce data to support strategic decision-making.
You will support and contribute to the Council's transformation agenda and work closely with HR Managers to deliver a responsive and effective HR service, providing professional advice, guidance and support to managers and employees on all HR matters. This includes supporting organisational change (referred to above), and contributing to the development of a modern, agile workforce.
This is a full-time, fixed-term position for 2 years from the date of commencement. The role offers agile working arrangements, with a blend of home and office-based work, subject to operational requirements, and occasional travel to other Council sites, schools, and external agencies. Flexibility to work outside normal office hours may be required.
For the role, we ask that you have:

  • A Level 7 Certificate in Human Resource Management (or equivalent) and Associate Membership of the CIPD.
  • Strong working knowledge of HR policies, practices, and employment law.
  • Experience of working in a HR Service.
  • Proven ability to manage complex HR cases and advise senior managers.
  • Excellent interpersonal, communication, and negotiation skills
  • Willingness to travel within and beyond the County Borough.
