We're on the lookout for an experienced Procurement Business Partner who is ready to join a forward-thinking, values-led organisation. As a Procurement Business Partner you will be leading on bespoke value adding procurements that drive contracts that enable PA Housing to deliver for our residents, whilst generating Social Value for our neighbourhoods and communities.

What you'll be doing...
Deliver end-to-end procurement for a range of high-value and complex projects (200,000 to 25m+)
Lead mid-value procurement activity (25,000+) and guide colleagues on lower-value projects
Ensure full compliance with the Procurement Act 2023 and public sector regulations
Develop and implement effective procurement strategies across the organisation
Engage with internal stakeholders, suppliers, and residents to deliver procurement with purpose
Conduct market research and pre-market engagement to inform sourcing plans
Maintain and develop our strategic procurement pipeline
Proactively identify and manage procurement risks and opportunities
What we're looking for...
We're after someone who's confident, collaborative, and strategic -- but also detail-focused and driven by outcomes.
You'll need:
A degree in procurement, finance, business or a related field (or equivalent experience)
Strong experience delivering bespoke large-scale, end-to-end public sector procurements
Deep knowledge of the Procurement Act 2023 (completion of the e-learning modules) and relevant public procurement legislation
A proactive approach to stakeholder engagement and a 'can do' attitude
Familiarity with a wide range of procurement categories (facilities, development, repairs, back office, etc.)
Delivered and lead on multiple open and restricted tenders (PCR2015) with the ability to develop the process for PA23
Ideally, an awareness of contract management and driving supplier performance
Comfortable using e-procurement portals and P2P systems
