On behalf of Companies House, we are looking for a Procurement Programme Manager (Inside IR35) for a 6 month contract. This is a hybrid working role (one day per week office based - Cardiff).

Job Purpose:



We are seeking an experienced Procurement Programme Manager to lead the re-procurement of our HR, Finance and Payroll systems. This strategic programme will explore options including standalone systems with integration or a full ERP solution. The successful candidate will be responsible for managing multiple workstreams, ensuring robust governance, and delivering a compliant procurement process at pace.



As a Procurement Programme Manager, your main responsibilities will be:



Lead the end-to-end programme to reprocure HR, Finance and Payroll systems. Lead the programme using structured project management methodologies, ensuring clear definition of scope, governance, roles and responsibilities, risk and issue management, benefits realisation, and stage-gate controls throughout the programme lifecycle. Coordinate and manage Steering Board meetings, including preparing and circulating programme reporting packs in advance, agreeing the agenda with stakeholders, ensuring timely distribution of supporting materials, tracking actions and decisions, and maintaining clear communication between the board and programme workstreams. Proactively identify and surface complex issues, risks, and potential sources of conflict across programme workstreams, ensuring they are escalated through appropriate governance channels and addressed in a timely and constructive manner to maintain programme alignment and momentum. Ensure adherence to government governance and assurance processes, including alignment with Cabinet Office and departmental standards, business case approvals, investment gate reviews, and procurement controls. The Programme Manager will be responsible for navigating these frameworks, securing necessary endorsements, and maintaining audit-ready documentation throughout the programme lifecycle. Manage at least three core workstreams: HR system, Finance system, and Payroll. Oversee strategic decision-making, including evaluating ERP vs. standalone integrated systems. Ensure the development of a robust business case and comprehensive requirements gathering. Ensure the procurement process milestones are achieved, ensuring full compliance with relevant regulations and policies. Coordinate with internal stakeholders and external suppliers. Support transition planning and, if required, delivery oversight post-tender.

Essential:



Extensive experience managing complex programmes involving the replacement of HR and Finance systems. Proven track record of delivering similar programmes in medium-sized organisations. Strong understanding of ERP systems and integration strategies. Demonstrable experience in public sector or regulated procurement processes. Excellent stakeholder engagement and communication skills. Ability to manage multiple workstreams and lead cross-functional teams.

Desirable:



Experience with payroll system implementation or integration. Familiarity with business case development and benefits realisation. Knowledge of data migration and change management in system transitions.
