Reclaim Fund Ltd (RFL) is the UK's sole operator of the Dormant Assets Scheme, an important initiative enabling financial institutions to voluntarily channel dormant assets for public good. Since our launch in 2011, over 50 banks, building societies, and financial institutions have transferred more than 2 billion from dormant assets to the Scheme to date, enabling RFL to unlock over 1 billion of it for transformative social and environmental causes across the UK.

RFL underwent a transformative shift in 2021, moving from the private to public sector, becoming an Arm's Length Body (ALB) of HM Treasury. With 2022 legislation significantly expanding the Dormant Assets Scheme to additional new industry sectors, RFL has embarked on a period of significant expansion, innovation and influence.

We are seeking a

Procurement Specialist

to run RFL's tender activity, ensuring compliance with relevant Public Sector processes including the Procurement Act 2023.

Your Opportunity as our Procurement Specialist



The Procurement Specialist will be responsible for co-ordinating and running all of RFL's tenders, driven by the Commercial Pipeline, and any additional adhoc/project requirements that arise.

The Procurement Specialist runs all major tenders for the company working closely with internal and external stakeholders to ensure compliant and proportionate delivery of contracts. This role supports the Procurement Manager in providing an effective and compliant procurement function.

This is a hybrid role, with an expectation of around 2 days per week in our Crewe office.

This role is a unique opportunity to lead and manage end-to-end tendering processes, ensuring fair, transparent and commercially sound outcomes.

Your Responsibilities as our Procurement Specialist



Commercial Pipeline and Tenders



Develop and run complete end to end tenders from the commercial pipeline including documents such as Invitations to Tender (ITTs) and Evaluations

Complete administrational tasks and keep appropriate records in relation to tenders

Conduct market research/engagement

Recommend appropriate and compliant routes to market for individual contracts

Facilitate the procurement of additional services as determined by Project/adhoc requirements

Support the Procurement Manager in the maintenance of the commercial pipeline

Procurement Strategy



Assist the Procurement manager by contributing to RFL's procurement strategy to ensure continuous improvement.

Work with all departments within RFL to ensure strategy alignment and communication

Stakeholder Management



Establish strong relationships with internal departments to develop statements of requirements and evaluation criteria

Work with external stakeholders including HMT, Crown Commercial Service, UKGI and managed service providers.

Regularly report into Executive Committee on tender progress and commercial pipeline plans

Compliance



Adherence to both internal policies and ALB public sector requirements

Reporting and approval requests via papers from internal committees

Ensure complaint and commercial sound contracts are in place with suppliers

Maintain strong documentation to support any future audits

General



Assists in the implementation and integration of new systems/software relevant to procurement

Essential Experience and Capabilities



Procurement experience, with proven capability of delivering successful tenders.

CIPS Level 4 or above, with extensive knowledge of public sector procurement.

Excellent knowledge of relevant regulatory and legislative requirements in relation to procurement.

Flexibility and resilience, to manage and prioritise a complex workload with high levels of internal and external relationships.

Demonstrates good commercial judgement.

Strong interpersonal and communication skills across a range of mediums.

Excellent analytical and problem-solving skills

Must show attention to detail, ensuring tender documents are accurate and compliant.

Desirable



Experience working in or alongside public sector bodies, or Arm's Length Bodies. (Strongly desired). Ability to use Microsoft applications (e.g. MS Excel) to an intermediate level
