The Role:



Joining our Adults' and Children's Shared Services Transformation Team as a

Programme Manage

r, you'll play a pivotal role in delivering strategic programmes identified to improve services across both directorates. With a key focus on delivering SP25, this is a high-impact role offering you the opportunity to lead sustainable transformational change that will shape the future of social care in Hampshire and make a real difference in people's lives.

What you'll do:


Provide strategic leadership and oversight for day-to-day programme management across high-profile initiatives, ensuring alignment with organisational priorities and driving large-scale transformation. Scope, plan, and monitor programme delivery using robust governance frameworks, managing dependencies, risks, and resources effectively. Inspire and matrix-manage multidisciplinary teams, including direct line management of Project Managers and Senior Project Officers, supporting their development and ensuring timely, high-quality outcomes. Establish and maintain programme structures to track progress, responsibilities, and risks, using data and analytics to inform decisions and present compelling evidence. Build strong relationships with internal and external stakeholders across Hampshire, ensuring clear and consistent communication throughout. Collaborate with other programme teams to identify efficiencies, share opportunities, and embed new ways of working.

What we're looking for:


A professional qualification in business or project management, or equivalent experience. Strong knowledge of complex public sector environments, change management, and service design. Proven experience in programme or large-scale project management in multi-stakeholder settings in a lead role. Ability to lead and support teams within line and matrix management structures. Excellent communication, presentation, and influencing skills. Skilled in using programme management tools and interpreting data for decision-making. High attention to detail and professionalism in reporting and documentation.
