Key Information

Job Title: Programme Procurement Manager

Salary: \xc2\xa371,163 to \xc2\xa380,060 per annum, pro rata

Role Type: Full time, 12-month Fixed Term contract / secondment opportunity with the potential to be extended or made permanent.

Location: York, Leeds or Manchester

Office requirement: We encourage flexible working and operate with a mixture of in person and online interactions with an expectation that the successful candidate would spend a minimum of 3 days a week in our Leeds office with some travel required to alternative locations.

The Transpennine Route Upgrade (TRU) programme is a major multi billion pound upgrade of the railway infrastructure across from Manchester to York, to improve the reliability of rail travel across the North of England, whilst investing in greater capacity and faster journeys.

Brief Description

This role reports directly to the Head of Sourcing TRU and the core procurement team is based in the York office which requires close collaboration with the customer and correspondingly you will be required to work 3 days in the Leeds office. To succeed, you will need significant knowledge and experience related to managing complex and high value commercial and procurement activities in a public sector environment under the Utility Contract Regulations.

You will work closely with senior stakeholders within TRU and deliver comprehensive procurement and contract management support from the strategic planning of complex procurement activities through to contract delivery.

Whilst the main focus of this role is sourcing activity this has the potential to evolve over time.

About the role (External)

Some of the key accountabilities of this role are:

1. Recognised for their Sourcing expertise, providing specialist Sourcing advice. Introduce innovation, expertise and ideas to deliver Sourcing led competitive advantage.

2. Lead negotiation of complex, and high value contracts, achieving best value. Prepare and execute the corresponding contracts.

3. Develop, implement and maintain detailed procurement and contracting strategies for the TRU programme managing all risk, legislative and regulatory requirements.

4. Identification of cost reduction and efficiency opportunities including contributing to continuous improvement initiatives and the establishment of tools to benchmark programme efficiencies.

5. Influence and liaise with other Industry and National programmes to manage consistency in commercial approach to supply market.

6. Conduct regular competitor and supplier market watch assessments in the delivery of the optimal Total Cost of Ownership.

7. Develop appropriate processes and systems to regularly measure and monitor supplier performance.

8. Contribute to the development and implementation of best practice systems and processes for the effective, efficient and consistent management of procurement and supply chain activities.

9. Prepare robust tender documents structuring the pricing document to facilitate cost analysis feedback for high value/high risk contracts and manage the whole tender process.

10. Challenge demand and aggregation of requirements of customers and stakeholders to maximise overall value, whilst aligning to customers\' and stakeholders\' objectives and priorities.

11. Lead and contribute to the development of the Sourcing team to maximise value for the organisation by supporting and providing guidance to peers and input into training requirements and fostering team work.

We need you to have:

\xc2\xb7 The ability to balance stakeholder expectations against the needs and capabilities of the business and suppliers

\xc2\xb7 Membership of relevant professional institution

\xc2\xb7 Thorough knowledge of contract requirements safety and environment

It would be advantageous if you have:

\xc2\xb7 Wide and successful management background either in rail or construction industry with extensive experience at a senior level of procurement and contracting

\xc2\xb7 Educated to degree level

\xc2\xb7 Experience of contracts and procurement processes and procedures within Network Rail

\xc2\xb7 Six Sigma Yellow Belt
