Job summary




You will be joining the Genomics Programme team working to support the delivery of the Pathogen Genomics Strategy. The post holder will support the programme objectives by facilitating the day-to-day project and scientific activities.


The role would suit someone with the ability to work proactively in a fast-paced environment whilst maintaining an eye for technical detail, and who has strong skills in communication, organisation, IT and time management. An interest in genomics is preferred, and candidates with backgrounds in technical and / or operational roles are encouraged to apply.


The post holder will report to the Senior Project Manager, and will work closely with clinical, bioinformaticians, and scientific colleagues across the organisation. They will ensure appropriate coordination of the programme activities and delivery of the programme objectives, including reporting.


The post holder will act as the first point of contact via the genomics programme inbox for the tasks received from programme collaborators and will lead on the coordination of these complex tasks, and where appropriate, draft a timely response. The post holder will also support governance around the programme activities being undertaken including upkeeping key governance documentation.

Job description



As part of the programme team, the post holder is responsible for designing, establishing, and maintaining communications between workstreams and projects of the programme, and maintaining and providing information about programme artefacts and documentation. Updating and maintaining the risks, issues, assumptions and dependency registers, producing reports on progress against deliverables as required by the Programme Manager for use by senior management. Deputise for the Project Manager where appropriate. Support colleagues within the programme by developing, documenting, and maintaining standard operational procedures or similar relating to programme and business functions, ensuring procedures are accurate and up to date. To actively manage the genomics programme inbox through a triage system and ensure that appropriate responses to all correspondence and requests are made within an agreed timescale. This also includes archiving within an agreed timescale. Create and maintain programme artefacts including for stakeholder engagement, change control, and benefits management. Provide project and scientific support to programme workstreams, including agenda development, minute-taking, upkeeping action logs and ensuring action progress. Support programme governance including development of updates to internal and external stakeholders, Programme Board preparation, and project assurance, audit, and gateway reviews. Maintain effective records of programme resources to meet the needs of internal and external audit.

Essential role criteria:



Educated to degree level in science or health related subject or equivalent level of experience of working at a similar level in specialist area. Foundation level of MSP/APM or P3O practitioner level, or equivalent knowledge / experience. Knowledge of project management and/or health information systems development. Works well with others, including experience in communications and stakeholder management. Clear communicator with excellent writing, report writing and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences. Problem solving skills and ability to respond to sudden unexpected demands. Takes decisions on difficult and contentious issues where they may be a number of courses of action. Appreciation and understanding of the public health / public sector. Attention to detail combined with the ability to extract key messages from complex scientific information and analysis. High level of IT literacy in MS Office software packages e.g. Excel, PowerPoint, Word, Outlook, including knowledge and use of Microsoft SharePoint.

Desirable criteria:



Experience of managing priorities in a diverse and dynamic organisation and of conducting work both unsupervised and as part of a team. Awareness of UK government departments, intergovernmental organisations and devolved administrations involved in pathogen surveillance and genomics activities and generally of the health and social care environment and roles and responsibilities within it.

This role is being offered as hybrid working based at our Core HQ in Canary Wharf, London.


We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month). Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Security Clearance Level Requirement




Successful candidates must pass a disclosure and barring security check.


Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard.

Salary Information




If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

For Fixed term posts




If you are not currently a civil servant, you will take up the post on a Fixed Term appointment. You may be able to take this role up as a Secondment. If you are an existing Civil Servant, based outside of the UKHSA, you will take up the post as a loan which you will need your department to agree. You cannot take the post up as a fixed term. If you are an existing UKHSA member of staff, you will take up the post as either a level transfer or a temporary promotion as per the UKHSA's Pay policy.

Future location

The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available.
