HOURS:
30 - 37 hours per week, Monday to Friday. Attendance at some evening meetings of the Council and on the rare occasion some weekend work may be required.

PURPOSE OF ROLE:
To work across all areas of the Council as the officer responsible for the management, monitoring, delivery, and reporting of a range of strategic Council projects. The role is a combination of strategic and operational work and will involve the management of several projects simultaneously, along with either leading on, or supporting where appropriate many existing Council projects and improvements to assets and services.

Environmental Project Officer
Main Duties & Responsibilities
1. Project Management and Delivery
1.1 Maintain and manage a plan for projects as defined by the Council and support managers across the Council's departments in the delivery of projects within their areas.
1.2 Plan and co-ordinate a programme of action that will enable council projects to be carried out, and where appropriate in partnership with others, including council staff, community groups and public agencies.
1.3 To lead on the management and delivery of strategic council projects, including planning, managing and controlling multiple project schedules and the delivery of projects within budget and timescales.
1.4 To lead the development of feasibility studies and preparation of outline design requirements, timelines, and costs for those council projects.
1.5 Tender, commission, monitor and oversee contractors and traders as required.
1.6 To assist where required other officers on the tender process for scoping requirements, conditions, and specifications on projects within their departments.
1.7 To take the lead in ensuring all projects are compliant with the relevant statutory health and safety and CDM requirements. To include initial due diligence measures prior to the commencement of projects.
1.8 Acting as the lead communication point for stakeholders, partners, contractors and any other relevant persons/bodies involved in the delivery of council projects.
1.9 Addressing and resolving project issues, employing a proactive approach to keep projects on track. 1.10 Line manage the Council's Environmental Project Officer.
2. Reporting and Finance
2.1 Managing and maintaining programme and project documentation and decision making.
2.2 Working with the RFO to ensure sound financial management of projects, monitoring reports and financial returns to the council and external funders where appropriate.
2.3 Enable tracking and monitoring of projects, presenting regular updates on performance to include progress, compliance, quality, communications, variations, finance, and any other relevant activity.
2.4 Produce coherent, accurate and structured progress reports and plans for use by colleagues and present such reports to meetings of the Council and/or its committees if required.
2.5 Identifying funding opportunities and create proposals and applications to grant making organsiations in consultation with the Town Clerk and Responsible Financial Officer, keeping accurate records of proposals, submissions, approvals and deadlines. Monitor grant expenditure and compliance with grant conditions and prepare reports for funders.
2.6 Assist the Town Clerk and Responsible Financial Officer in the preparation of the annual budget for budgets related to projects.
2.7 Raising risks, issues and gaps across the Council's projects and escalating them to the appropriate level to mitigate or address.
3. Communication and Engagement
3.1 Establishing productive partnerships with partners, councillors, members of the community and business stakeholders.
3.2 To work with the Council's Events and Communications officer to manage project communication within the Council team and, working with the Council's Events and Communications officer to ensure high levels of community engagement during the developing and delivering of projects from conception to completion.
3.3 Liaise and engage with Councillors, all tiers of local government, other professional organisations and community groups to ensure joint projects have a holistic approach to improving the Council's assets and services in line with its strategic objectives.
3.4 Along with the Town Clerk leading on collaboration with stakeholders to facilitate financing and fundraising to allow the formulation and progression of identified capital projects.
3.5 Acting as a point of contact for stakeholders and partners on projects.
Other information
1. To attend evenings meetings of the Town Council and present reports to Councillors as required.
2. To attend training courses or seminars relevant to the role or needs of the Council as part of an ongoing appraisal system.
3. To work within Health and Safety Legislation in accordance with the Health and Safety at Work Act.
4. To attend annual appraisal and at least six-monthly review that will form the basis of your Personal Development Plan, this will be linked to the Council's Objectives. You will be expected to attend regular meetings with your line manager to allow collaborative support.
