Role Overview
We are seeking a dynamic and experienced Project Development Engineer/ Project Manager to lead the development and pre?construction phases of multi?driver infrastructure projects within the energy sector. You will be responsible for the Concept and definition lifecycle, from early-stage feasibility, optioneering, and regulatory submissions through procurement, contract award, and handover into delivery, ensuring alignment with client objectives, industry standards, and sustainability goals.
This role is pivotal to shaping investment proposals, building stakeholder confidence, and securing funding for strategic interventions that contribute to the UK's energy transition.
The successful applicant will also be instrumental in driving our organisation's reputation and success through effective project delivery fostering a collaborative team culture focused on continuous improvement.
Key Responsibilities
Investment Leadership & Pre?Construction
Lead the investment process for multi-driver or shared-driver load and non-load investments, as well as complex customer connection projects, during development and pre?construction phases.
Establish investment drivers and clearly articulate the Needs Case.
Develop and cost multiple investment options, producing initial proposals backed by scope, schedule, and budget assumptions.
Prepare costed delivery programme options for discussion with customers to ensure best?fit solutions aligned with their requirements and outcomes.
Challenge and review the investment Needs Case, interfacing with Connections, Network Development, and Operations to validate drivers and asset health concerns.
Produce regulatory submission documents with full optioneering and robust cost?benefit analysis for regulatory scrutiny to secure investment funding.
Team Leadership & Stakeholder Management
Appoint and lead scheme teams, owning the Stakeholder Management Plan, identifying internal and external stakeholders, and maintaining auditable evidence logs.
Drive customer and stakeholder satisfaction through proactive engagement and timely resolution of issues, including ownership of Quality of Connections Incentive (QOCI) feedback.
Collaborate with Land and Consents teams, initiating feasibility reviews for infrastructure rebuilds and upgrades.
Safety, Design & Compliance
Develop the optimum design in compliance with CDM Regulations and SHESQ considerations, documenting residual design issues, hazards, and risks.
Undertake site and condition assessments, supporting consenting, type approval, cost estimation, programme risk mitigation, and innovation activities to enable successful delivery.
Act as the Client's Delegated Representative and, where appropriate, the Principal Designer Representative under CDM Regulations.
Technical Governance & Early Works
Assess and lead Front?End Engineering Design (FEED) or support Early Contractor Involvement (ECI) activities where required, managing budgets and resolving contractual issues promptly.
Work closely with Delivery Project Managers to develop Contract Scope and Project Risk Registers, tracking driver uncertainty throughout.
Ensure timely submission of system outage and resource requests to enable optimised plan build.
Maintain high?quality core data for pre?construction phases and integrate lessons learned from completed and in?flight projects.
Identify and implement innovation opportunities in collaboration with the Innovation team.
Financial Control & Reporting
Monitor and control investments, providing accurate financial forecasts for regulatory reporting, business planning, and capital planning.
Produce all required project documentation, ensuring governance, lessons learned, and best practice are embedded throughout.
Technical Knowledge (desirable)
High Voltage (HV) underground cable systems (design, routing, terminations, civils interfaces).
Overhead lines (OHL) (routeing, structures, foundations, environmental constraints, outages).
Substations (AIS/GIS equipment, protection & control, civil and structural interfaces, grid compliance).
About You (Skills & Experience)
Proven track record delivering complex energy infrastructure projects through development and pre?construction (feasibility to contract award).
Strong working knowledge of CDM Regulations, SHESQ frameworks, risk management, and construction governance.
Experience preparing investment cases, optioneering, cost?benefit analysis, and regulatory submissions.
Proficiency with project controls (scope, schedule, cost, risk, change) and stakeholder management.
Excellent leadership, communication, and negotiation skills; able to influence multi?disciplinary teams and senior stakeholders.
Familiarity with NEC/ FIDIC contracts, FEED/ ECI approaches, and interfaces with Land & Consents.
Competent with planning tools (e.g., MS Project / Primavera) and cost estimation methodologies.
Degree in Engineering (Electrical/Civil/Mechanical) or related discipline; professional accreditation (CEng, IEng, APM, PMI, PRINCE2, RICS) is advantageous.
