Purpose of the post



Ensure that the people of Gwynedd are at the heart of everything we do. To manage projects in compliance with YGC project Management Procedures and client needs and as directed by the Principal Engineer / Unit Manager. To be part of a Project Management Team and comply with YGC project Management Procedures and client needs. To actively cultivate and maintain a professional relationship with new and existing clients ensuring continual improvement in delivery by securing and acting on performance feedback. To develop a personal specialist expertise in project, risk and financial management related issues. To manage and supervise flexible Project Teams including internal and external project staff along with contractors. To be part of a flexible Project Team and fulfilling all that is expected from project team members to ensure the successful delivery of a project. To provide and comply with all reporting requirements to the Unit Manager/Project Manager according to the expected accuracy and deadlines. To mentor junior staff and be constructive and proactive in developing staff to the expected high standard. To provide an expected degree of site supervision in keeping with the delivery of the project brief. To be aware of and act upon new procedures introduced in accordance with Council policies and procedures as well as national developments to be aware of all Government/EU initiatives and their implications

Responsibility for functions



to acquire and maintain an up to date knowledge of:-

oProfessional and statutory responsibilities e.g. (including those under the Health and Safety at Work etc. Act, 1974, Wildlife & Countryside Act 1982,

to manage and supervise subordinate staff. to deputise for the immediate superior in his/her absence. to ensure that all staff timesheets and approvals are completed in accordance with YGC procedures. to be fully conversant with the plans and procedures of the department including all standard documents, operational guidance/procedures and Business Plan. To be fully conversant with all required software and IT based systems which facilitate the execution of the activities outlined as inherent within the 'Purpose of the Post' section (above).

Main duties



develop and maintain a practical and professional relationship with principal clients. to prepare cost estimates, carry out risk assessments, plan project staff requirements, produce programmes and expenditure forecasts. Monitor actual progress against forecasts and take necessary remedial action to fulfil the delivery of the project to the required brief and in compliance with the Project Management Procedures. to be pro-active in the development and monitoring of the Business Plan to ensure optimum performance of the unit and that key targets are achieved to act as the Supervisor for works on construction sites when required and to undertake delegated responsibilities and duties accordingly assist to develop and maintain the model contract document to undertake the duties required by the CDM Regulations. to manage and assist in the management of Level 2+3 projects. to carry out feasibility studies, data collection, preliminary investigations, technical assessment, design, administrative, quality and financial procedures for works to be carried out on behalf of the Client. Ensure that projects comply with health and safety and environmental legislation and regulations. the supervision of financial, administrative and technical control of works of construction, investigation, assessment or Maintenance executed on behalf of the Client. To assist in the resolution of contractual issues on behalf of clients to develop an expertise in all relevant computer systems and software. to liaise with other services, other directorates, Council Members, statutory undertakers, other authorities, external organisations, and individuals concerning all aspects of the works to manage, supervise and guide the work and development of staff as part of a project team. to report to, and receive instructions from senior staff other relevant administrative and professional duties commensurate with the seniority of the post. Responsibility for self-development. Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy. Operate within the Council's policies in relation to equal opportunities and equality. Responsible for managing information in accordance with the Council's information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation. Commitment to reducing the Council's carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council's Carbon Footprint. Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job. Special circumstances



Control own expenditure on projects ability to work under pressure. Ability to motivate staff to ensure the success of YGC. * the requirement to work outside office hours at Public Inquiries, consultations, exhibitions and Council meetings and when called out to emergency situations.
