Alpha Construction Ltd are seeking an Office based Project Engineer to support our contracts and site management teams across all technical, operational, and SHEQ aspects of our civil engineering and building projects. You'll play a key role in planning, coordination, and quality assurance; ensuring projects are delivered safely, on time, and within budget. This role involves liaising with clients, design teams, site construction teams, our supply chain whilst maintaining our integrated management system procedures, and driving sustainability and health & safety initiatives. Ideal for a proactive engineer looking to influence all stages of project delivery while working closely with both site and office-based teams.
Overview and main purpose of the role
To support the contracts and site management team with technical, operational and SHEQ support and as such being an integral part of the delivery of the project within the tendered cost and programme duration.
Responsibilities
1.
Planning and Cost Control
Considering and checking information received at Handover from Estimating, and together with the Contracts Manager, and assisting with the sequence and methods of constructing the works, forecasting resource requirements (site staff & labour, plant and material) to ensure the work is undertaken within the tender allowances.
Assist with the Implementation of the Company Health and Safety Policy, Environmental & Sustainability Policy and the Quality Policy with respect to site activities;
Creation of pre start H&S documentation - Construction Phase SHEQ plan, CDM, Develop Inspection & Test Plan (ITP),
COSHH & general site setup requirements Production of Method Statements and Risk assessments and assist with ongoing updates o
Collaborate with the site team to ensure the ITP is maintained during the construction works and all signed off prior to completion / handover
Undertake periodic site visits to undertake SHEQ inspections o Support both the Contracts Manager and Site teams to maintain our high levels of safety management and quality control.
Champion Environmental and Sustainability initiatives and assist the project team and company in delivering these.

Production
Liaise with project team to ensure effective and efficient Co ordination of resources (labour, plant, sub-contractors, and supplies of materials) to enable the works to be constructed within the planned cost and durations.
Design Coordination
Whether the permanent design is in Alpha's scope or not, there will be a requirement to review the design/drawings and check for buildability etc.
Production of Technical Queries (TQ) to the relevant body and ensure timely and complete responses are received and maintain the TQ log. Ensure that the site teams are managing the TQ's on site with regards to what information is still outstanding and what has been issued for incorporation into the works.
Assist Contracts Managers in producing the Temporary Works (TW) schedule, any TW design briefs needed and coordinating the subsequent Temporary Works designs prior to the start of works. Undertake the Temporary Works Coordinators (TWC) role on behalf of Alpha (even if named TWC is the client).
Ensure all drawings (TW or Permanent works) are being managed effectively by site teams, changes are being managed properly and scope of supply understood by all, assist site team with technical support where and when required
Understand the specific project specifications and liaise with the site team to ensure they too understand and comply with the specification for the construction phase.
Labour
Liaise with Site Manager and Contracts Manager to ensure the correct level of resource with required training/skills are allocated to the project. Ensuring that labour is employed only in accordance with Company procedures.
Sub-Contractors
Co-ordinating and utilising effectively all sub-contractors on site, including monitoring and controlling quality, progress and safety
Programmes
Liaise with site teams and contracts managers to assist with the production and maintenance of lookahead programmes and as built programme data. Attend site planning meetings when necessary to assist with this. Assist contracts managers and Quantity Surveyors int eh production of Variation programmes, eg NEC Clause 62 programmes
4.
Financial Control
Assisting QS department to obtain accurate valuations of work completed. Provide QS department with contemporaneous records, via liaison with site teams, to enable early warning notifications, variation notices and claims to be communicated / calculated for submission to clients.
Assist with any supply chain issues which have a financial implication o Assisting Contracts/Accounts Departments to resolve invoice queries promptly.
5.
Integrated Management System (IMS)
Follow the IMS procedures, standard operation procedures and protocols ensuring the correct IMS forms are used accordingly.
Assist sites in implementing site operation related IMS procedures and record form completion
6.
Personnel
Ensuring that site staff and operatives are competent to undertake the duties required of them.
Instigating and maintaining high standards of motivation and morale and ensuring good industrial relations.
7.
Public Relations
Representing the Company on site and maintaining good relations with the Client (and his representatives), sub contractors, suppliers, statutory undertakers, and the general public
8.
Commercial
Assisting at all times with the promotion of additional construction work for the Company and ensuring that all transactions are carried out in a proper and professional manor.
9.
Communications
Keeping staff and operatives informed of all matters affecting the efficient operation of the site. Advising the Contracts Manager and Quantity Surveyor of any significant developments that affect the regular progress of the works.
Limits of Authority
Items of capital expenditure. Recruitment of labour without prior authorisation by the Contracts Manager. Placing of Orders
