West Midlands Combined Authority (WMCA) is at the forefront of the UK's transition to a net zero economy. As part of our mission to decarbonise homes and public buildings, we are delivering a targeted Buildings Retrofit Pilot to demonstrate scalable solutions for energy efficiency across the region.


We are now seeking three proactive and highly capable Project Managers to oversee stakeholder delivery across the programme. These roles will play a key part in ensuring funded projects are delivered effectively, evaluated robustly, and meet the highest standards of performance, governance, and compliance.


We are offering this position on a three year fixed term contract basis.

What you will be doing.

This is a delivery-focused role, acting as a Single Point of Contact (SPOC) for a portfolio of stakeholders including local authorities, housing associations, and delivery partners. You will lead on all aspects of monthly monitoring, evaluation, forecasting, and performance assurance - supporting each project from early mobilisation through to completion and closure.


You will:

Oversee stakeholder delivery through regular engagement and monthly performance reviews Monitor progress against agreed outputs, milestones, KPIs, grant expenditure, and forecasts Identify risks and underperformance, provide mitigation and escalation routes, and RAG-rate accordingly Ensure accurate and timely reporting to internal governance structures Coordinate project documentation, audit trails, and evidence for funding compliance Maintain and update programme risk registers, working with Finance, Assurance and Delivery teams Lead on monthly SPOC site visits and implementation checks with stakeholders Contribute to wider programme planning, communications, procurement, and evaluation activity

What's essential.

Demonstrable experience in project or programme management, ideally within energy, construction, regeneration, or public services A clear understanding of grant-funded programme delivery, monitoring and compliance Strong skills in stakeholder engagement, risk management, and financial forecasting Experience in analysing performance data and presenting recommendations Excellent interpersonal and communication skills across technical and non-technical audiences Ability to manage competing priorities and maintain high standards under pressure A collaborative and delivery-minded approach A recognised project management qualification (e.g. APM, PRINCE2, RICS or equivalent)

Location.

The location for this role is Summer Lane with at least 2 days a week spent in the office.
