Job summary
We are the Parliamentary Health Service Ombudsman, an independent national ombudsman service. We are here to make final decisions on complaints that are yet to be resolved by the NHS in England, UK government departments, and some other public organisations.
We do this fairly and transparently without taking sides, and our service is completely free.
You will be expected to lead on one of more of our strategic programmes and projects, successfully delivering business changes to high standards, on time and within budget. You will have a key role in project governance and working with stakeholders, to ensure the agreed project outputs are delivered to enable the benefits to be realised.
You will also play a key role in supporting the development, embedding and continuous improvement of project and programme management through our Centre of Excellence and Community of Practice.
Job description
Create and lead the delivery of one or more of PHSO's major programmes or projects, involving the matrix management of cross-functional programme/project teams of technical, non-technical and third party staff.
Create and maintain high-quality programme and project documentation and business cases for governance and audit purposes
Identify and manage the resourcing of specific programmes/projects, working with the Senior Responsible Owners (SROs), the Portfolio Office Manager, other programme/project managers and business managers as necessary
Define, delegate, co-ordinate and support the delivery of work packages
Proactively manage and report on progress, taking corrective action as required to keep tasks, teams and individuals on track and within budget
Evaluate performance and capture lessons, implementing and sharing learning across teams to ensure the continuous improvement of programme/project delivery
Demonstrate best practice to define, plan and deliver programmes/projects and instil appropriate governance according to PHSO's programme and project management standards, tools and techniques
Control changes to scope, schedules and costs using appropriate verification techniques and with the agreement of SROs/appropriate decision-making boards
Identify, analyse, track and manage risks, assumptions, issues and dependencies that may impact programme/project success
Identify, analyse, track and manage programme and project benefit contributions throughout the lifecycle and through to realisation
Forecast, monitor, control and report on budget performance on behalf of the SRO
Identify stakeholders and employ a range of engagement approaches to define requirements and achieve objectives, e.g. technical programme/project management workshops, product demonstrations, surveys
Engage third parties to provide timely and relevant information to project stakeholders
Effectively communicate with programme/project teams and stakeholders at all levels of the organisation, orally and in writing
Define communication strategies and plans appropriate for the specific programme/project, its various stakeholders and other audiences
Pro-actively communicate project aims and progress to stakeholders
Produce accurate and timely information for communication and decision-making for SROs, decision-making boards, other governance forums and Portfolio Management Office, escalating issues as necessary
Work closely with Internal and External Communications teams to ensure effective, timely and high-quality programme/project communications across PHSO and external stakeholders as appropriate

Experience
Essential
Significant project management experience of complex change, from commissioning through to project closure
Significant experience of applying Agile methodology
Significant experience of stakeholder management, RAID management and benefit management
Significant experience of resource & budget forecasting and management
Proven ability to manage multiple projects, problem-solving, prioritising and employing a wide variety of tools and techniques to overcome challenges and deliver success
Track record of successful delivery of programmes/projects with technical and non-technical workstreams
Track record of delivering results on time, on budget and to a high standard
Experience of managing cross-functional teams to successfully develop and implement change
A track record of successful delivery of outcomes, working closely with a broad range of internal & external stakeholders
Desirable
Experience of working to the Government Digital Services Agile Framework
Experience in the production of business cases
Defining, developing and delivering frameworks, guidance and training to improve knowledge, skills and overall performance
