Key Responsibilities:
Project Financial Oversight:
Lead the financial management of construction projects, ensuring all financial activities adhere to budget and schedule.
In-Depth R&M and Refurbishment Focus:
Spearhead all repair, maintenance, and refurbishment projects, applying expert knowledge of social housing standards and regulatory compliance.
Estimation and Cost Planning:
Develop detailed cost plans and estimates for projects from initial concept through to final account. Utilize expert knowledge of NHF Schedule of Rates to ensure all aspects of the projects are financially viable and report on potential financial risks.
Contract Administration:
Manage and negotiate contracts with clients, suppliers, and subcontractors. Ensure strict adherence to contract terms and conditions, including compliance with all relevant building regulations and legislation.
Enhanced Stakeholder Engagement:
Build and maintain strong relationships with all project stakeholders including clients, contractors, architects, and local authorities to ensure seamless project delivery.
Quality Assurance and Compliance:
Implement robust quality control procedures to oversee the construction processes, ensuring all work is completed to the highest standard and complies with current industry regulations and standards.
Risk Management:
Conduct risk assessments for projects, identify potential financial or construction risks, and develop mitigation strategies.
Reporting and Documentation:
Prepare comprehensive reports and maintain detailed records of project activities including progress reports, financial forecasting, and final account settlements.
Leadership and Team Management:
Lead and mentor a team of commercial project staff, fostering a collaborative and productive work environment.
Qualifications:
Education:
Bachelor's degree in Quantity Surveying, Construction Management, or a related field.
Experience:
Minimum of 5 years' experience in quantity surveying, with a significant portion in social housing focusing on repairs, maintenance, and refurbishments.
Skills:
Exceptional understanding of construction processes, R&M, and refurbishment of social housing.
Profound knowledge of NHF Schedule of Rates, essential for creating accurate and profitable project quotations.
Proven ability to manage budgets, reduce expenses, and ensure financial accountability.
Strong negotiation skills and the ability to resolve disputes effectively.
Excellent communication and interpersonal skills.
Proficiency in industry-standard software and tools.
Romanian language is a bonus if known.
