Location: Lincoln and countywide, with hybrid working
Contract: Permanent, full time

We are reshaping our corporate estate to support modern services, unlock savings, and generate capital receipts. As our Property Rationalisation Asset Officer, you will turn complex data and service needs into clear cases for change, helping the Council reduce its footprint while improving outcomes for residents and services.
What you will be doing

• Develop and lead robust business cases and options appraisals that reduce the size of the corporate estate, deliver capital receipts, and secure ongoing revenue savings.
• Use performance intelligence and property data to produce evidence-based recommendations, maintaining a clear audit trail for decisions.
• Work closely with services, Estates, Finance, Facilities Management and Project Delivery colleagues to align estate solutions to strategic objectives, climate commitments, and service transformation ambitions.
• Present proposals with confidence, including to senior leaders, elected Members, the Property Rationalisation Programme Board, and Executive.
• Provide professional advice on estate optimisation, service relocation, space utilisation, asset performance and valuation principles.
• Monitor relevant budget codes, contribute to the Corporate Property Strategy, and identify opportunities for efficiency, income and best practice across the portfolio.
• Support leasehold matters, area reviews and Service Asset Management planning, and deputise for the Strategic Asset Manager where required.

Travel requirement: Must have access to transport to attend site visits and to travel around the county to undertake the duties of the role.
About you
You are a confident property professional with experience in large, complex organisations and a track record of delivering property rationalisation or asset transformation projects. You bring:
A degree in a property-related discipline and, ideally, professional membership such as RICS, or you are working towards it.
Strong analytical skills, commercial awareness and financial literacy, with the ability to interpret complex data and communicate it simply.
Excellent stakeholder skills and political awareness, able to build trust and present complex proposals clearly to varied audiences.
Solid project management, with the ability to manage multiple pieces of work at pace and to high standards.
