The QSHE Advisor (Soha Response) will support the safe delivery of facilities maintenance and repair services across Soha's housing estate. The role focuses on CDM compliance, health and safety management, and quality assurance within an FM environment, ensuring engineers, contractors, and maintenance teams operate safely while delivering repairs and maintenance works.
The postholder will bring practical experience of health and safety in a multi-discipline maintenance/engineering setting, ideally with background in housing or facilities management.
Key Responsibilities
Health & Safety and Compliance
Advise and support Soha Response operational teams on all QSHE matters.
Monitor compliance across multiple engineering disciplines (electrical, plumbing, heating, joinery, general building repairs).
Ensure statutory compliance in areas including asbestos, water hygiene, electrical safety, gas, and fire systems.
Undertake site inspections, audits, and toolbox talks with engineers.
Support incident reporting, investigations, and close-out of corrective actions.
CDM (Construction Design and Management)
Act as advisor on CDM 2015 compliance for planned works, refurbishments, and maintenance projects.
Support project managers with risk assessments, method statements, and construction phase plans.
Monitor contractor compliance with CDM duties and safe systems of work.
Maintain records to demonstrate CDM compliance in housing maintenance and minor works.
FM & Maintenance Support
Provide QSHE oversight of day-to-day maintenance works carried out from vans across the housing stock.
Conduct vehicle, equipment, and PPE inspections to ensure compliance.
Develop safe systems of work for engineers working in occupied homes.
Engage with residents and staff to promote safe working practices.
Quality & Environmental
Support ISO management systems (ISO 9001, 14001, 45001).
Promote sustainability and waste reduction within maintenance activities.
Ensure effective documentation and reporting across all FM operations.
Person Specification
Essential
Previous experience in a facilities management or housing maintenance environment.
Strong knowledge of CDM Regulations 2015.
NEBOSH General Certificate (minimum) or equivalent.
Experience of managing H&S across multiple trades/engineering disciplines.
Ability to coach and engage engineers and supervisors in safe working practices.
Strong knowledge of compliance areas (gas, electrical, water hygiene, asbestos, fire).
Confident communicator with contractors, operatives, and residents.
Desirable
Membership of IOSH (Tech IOSH or above).
Experience in housing association or social housing environment.
Knowledge of ISO standards and audit experience.
Environmental awareness and sustainability experience.
