ABOUT THE ROLE



The

Quantity Surveyor (Maintenance)

is responsible for the

commercial, financial and contractual management

of maintenance and project works, from

pre-contract through to final account

, ensuring projects are delivered

profitably, compliantly, and to programme and quality standards

.

The role protects East West Connect's commercial position, maximises value, manages risk, and supports continuous improvement while promoting

Health, Safety, Environmental and Quality (HSEQ)

standards.

Reporting directly to the

Commercial Manager

Commercial Director, Maintenance Director and Building Services Director

.

Governance & Business Alignment



Work in full compliance with company policies, QMS and IMS. Follow Project Review, Risk & Opportunity Management and Project Close-Out procedures. Act in the best commercial and financial interests of the business. Support corporate, social and ethical responsibilities. Understand and align with EWC business objectives. Promote HS&E culture across all projects. Maintain professional networks and market awareness.

Pre-Contract & Procurement



Develop tender and procurement strategies. Prepare preliminaries estimates and assess staffing levels. Review programmes and identify critical path activities. Develop procurement processes and robust subcontract orders that: Achieve best market value Clearly define scope and responsibilities Include pre-order meetings and documentation Protect EWC from commercial risk and ambiguity

Post-Contract Commercial Management



Set and manage commercial strategies to achieve margin growth. Define and communicate how commercial targets are achieved. Implement strategies to overcome commercial and delivery issues. Assess impact of variations on programme and critical path. Assess EOT entitlement for EWC and subcontractors. Ensure contractual obligations of all stakeholders are met. Manage contract scope, notices, payments, variations and entitlements. Manage dispute avoidance and dispute resolution.

Financial Control & Reporting



Manage and report project commercial performance including: Cost and value movements Programme and progress Cash flow Prelim and labour expenditure Supplier and subcontractor performance Risks and opportunities Forecast Expected Final Accounts and support management reviews.

Variations, Claims & Final Accounts



Manage variations to capture

true value

, not just cost. Ensure variations are fully justified, auditable and ethical. Prepare comprehensive variation submissions with: Contractual justification Detailed scope descriptions Cost breakdowns to QSOR or industry norms Supporting drawings, photos and quotations Progress Final Accounts from project commencement. Secure agreement of accounts as work proceeds.

Subcontractor & Supply Chain Management



Influence subcontract strategy and procurement methods. Review subcontractor applications, variations and claims. Control overspends, extras and dayworks. Manage subcontractor performance, quality and compliance. Protect EWC against claims, delays and adjudication. Ensure correct payment, withholding and contractual notices.

Cost Control & Value Engineering



Maintain contract finance control documentation. Monitor costs against budgets and allowances. Identify recovery opportunities, risks and overspends early. Lead value engineering and cost-saving initiatives. Reconcile and forecast costs regularly. Control prelims, materials consumption and re-budgeting.

Collaboration & Support



Liaise with Accounts to support: Accurate reporting Client payments Cash flow management Support Pre-Construction with estimating, tender settlement and cost libraries. Promote best practice in procurement, estimating and cost control. Present commercial reports internally and to clients.

Knowledge, Skills & Attributes



Degree or proven experience in Quantity Surveying. Strong knowledge of maintenance, building, M&E works. Proficient in estimating, take-offs, cost control and reporting. Experience with

JCT and NEC contracts

. Strong analytical, organisational and communication skills. Competent IT user with meticulous attention to detail. Proactive, trustworthy, client-focused and solution-driven. Willing to travel, work flexibly and attend meetings as required. Valid

CSCS PQP or AQP card

.

Compliance



Full compliance with Health & Safety, Environmental and Quality policies. Awareness of legislation, HSE guidance and industry best practice. Support training and competence of staff and subcontractors. Assist with site HSEQ meetings and system implementation.
