Role Purpose

The

Quantity Surveyor

will work within Omexom's Power Solutions Business Unit, reporting to the Business Unit General Manager and functionally to England's Regional Commercial Manager.


Project-specific responsibilities include working directly with Project Managers, Site Managers, and Project Site teams to support the delivery of transmission, overhead line, and cable projects. The role also requires collaboration with other Omexom departments, such as Planning, Finance, and Engineering.


The successful candidate will play a crucial role in managing the cost and commercial aspects of projects, ensuring delivery on time, within budget, and in accordance with NEC contract principles.

Responsibilities & Duties

The successful applicant will be responsible for:

Participating in the creation of a safe working environment. Developing and maintaining relationships with clients, subcontractors, and key stakeholders. Expertly administering NEC forms of contracts, ensuring full compliance with terms and conditions. Producing subcontract documentation including scope negotiation, terms and conditions, pricing, and programmes. Managing subcontract work packages, including interim assessments and change management aligned with payment terms. Issuing commercial notices (e.g., EWN, CEN, CEQ) to clients and subcontractors as per the contract. Managing contractual changes in a timely manner, including the preparation and submission of Compensation Event Quotations. Managing claims and disputes, ensuring prompt resolution and minimal financial impact. Preparing and agreeing on monthly applications for payment in accordance with the contract. Coordinating with operational and engineering staff to ensure high-quality site records. Producing detailed monthly reports, Cost Value Reconciliations (CVRs), and cash flow forecasts. Maintaining a detailed 'Cost Plan' tracking expenditures and forecasting subcontractor liabilities. Supporting Project Managers in risk identification, quantification, and mitigation. Attending progress and risk reduction meetings with clients and subcontractors. Assisting in the preparation and maintenance of initial and ongoing project budgets. Preparing valuation claims based on client-defined payment terms. Maintaining labour resource scheduling with Project Managers. Contributing to final account documentation prior to project close-out. Efficiently using company IT systems for document control and communication across stakeholders. Attending meetings as required.

Qualifications & Experience



Essential:



Minimum 2:1 BSc (Hons) Degree in Quantity Surveying or a relevant field Strong working knowledge of NEC contracts and Construction Law 3+ years' experience in commercial management and subcontractor procurement Experience chairing meetings, and handling measurement, control, certificates, and accruals Proficiency in monthly reporting and earned value analysis Experience in estimation and cost analysis Excellent communication, numeracy, and Microsoft Office skills Strong organisation and time management abilities Capable of working both independently and within a team

Desirable:



Master's Degree in Quantity Surveying / Commercial Management or relevant postgraduate qualification 2+ years' experience on energy sector projects (e.g., substations, OHL) RICS or CICES Chartered Member status Previous experience in the construction industry HV Electrical or Civil Contractor experience CSCS Card
