THE ROLE:
To lead and manage the children's home consistent with the approach and ethos of the organisation, delivering outcomes and high-quality care as set out in the home's statement of purpose. To provide advice, assistance, and support to young people. To attend to their practical, physical, and emotional needs. To act as an appropriate role model and to work closely with them to enable them to address their difficulties and achieve their optimum potential.
To deliver a highly effective 24-hour wrap around Support Service for young people aged 10 years and up to 18 years+ (and including those with a disability up to the age of 21 years) which meets the National Minimum Standards. If young person has a sibling of a lower age we would consider the acceptance of the other child to meet the family need requirement and as such would consider children from 4+. To ensure that all aspects of support of the young people are met to promote their welfare, whilst working in partnership with their families and other professionals.
To provide experience and expertise in working with young people and families and to effectively support the manager and staff team. To enable Young People to have maximum control over all aspects of their daily life and to ensure they are supported to develop their abilities in line with their Pathway Plans and risk assessment. To comply with Greater Horizons Policies and Procedures.
PERSONAL SPECIFICATION:
1. Qualifications & Experience
Level 5 Diploma in Leadership and Management for Residential Childcare (England)
Demonstrate commitment to continuing professional development.
2 years' experience working with children in the last 5 years and at least 1 year at senior level.
Supervision or management experience.
Working with children, young people and their families.
Work in a residential setting.
Inter-agency work.
Knowledge of safeguarding practices and child protection procedures.
Children's Home Regulations and Quality Standards 2015, Single Social Care Inspection Framework (SSCIF), Children Act 1989, Children and Families Act 2014, Care Standards Act 2000, Children Act 2004, Working Together to Safeguard Children 2015, Health and Safety at work and associated guidance and regulation.
Policies and procedures pertaining to running a residential children's home.
Child protection, safeguarding children, impact of abuse and neglect, education and health needs of looked after children, equality and diversity and children's rights.
Care and placement planning, risk and review processes.
Understanding of the education, health, social, emotional and psychological needs of looked after children and young people and how to ensure these needs are met.

To be 'fit' to manage a children's home as outlined in the requirements for registration as a manger.
Ability to sustain and work through placement issues to prevent placement breakdowns.
Ability to monitor the service for quality of care and in line with the requirements of Ofsted inspection.
Ability to develop constructive working relationships with the wider community and multi-agency teams.

KEY RESPONSIBILITIES OF A REGISTERED MANAGER:
Service Delivery:
Ensure that the homes ethos is embedded in the service and that service users are fully involved in the day-to-day running of the service.
Ensure that the service meets the needs of service users from a diverse range of backgrounds in line with legislation, policy and best practice standards.
Take responsibility for the management of safeguarding children and young people, risk and service governance.
Ensure that children and young people have access to services which meet their health, education, social, psychological and emotional needs and well-being.
Ensure that the service and its programmes are planned and delivered to meet the needs of all children and young people.
Monitor appropriate outcomes and progress for children and young people.
Ensure that a social inclusion focus is embedded within services.
Take part in on-call arrangements if required.
People Management:
Responsible for the regular supervision of the staff team and others as required.
Ensuring that all staff have access to practice based consultation within their own area of service delivery as well as management supervision, reviewing and monitoring standards, caseloads and practice development.
Responsible for recruitment of staff in line with organisational policy and procedure.
Coach and support development of the staff team in line with their statutory training requirements and continuous professional development (CPD).
Responsible for staffing structures and rotas in addition to planning and prioritising key areas of work.
Responsible for providing short basic instruction/training sessions/briefings to the staff team in areas of best practice.
Ensure staff are properly inducted and briefed on how to work with children and young people's care planning systems and any programmes for care.
Responsible for ensuring effective team building within and promoting a constructive spirit of co-operation within staff teams
Pro-actively manage sickness absence in line with organisational policy and procedure.
Resource Management:
Responsible for the maintenance of physical assets located at the home.
Responsible for the health and safety of the premises and furnishing of the home.
Responsible for budget management across the service, ensuring expenditure is contained within the income that is available within the financial year.
Ensuring central ICT policies and procedures are adhered to by staff and children and young people.
To co-ordinate and monitor the administrative functions of the home and evaluate standards of performance.
Business Development:
Lead on contract management and placements with the relevant commissioners.
Ensure that an Annual Development Plan is reflected within the service business plans.
Take the lead in the delivery and development of services in accordance with any service agreement between external agencies and the organisation.
Identifying and managing opportunities for growth.
Responsible for expanding existing businesses and identifying and/or developing new business opportunities.
Quality and Service Development
Ensure that Quality Monitoring and Health & Safety assessments are conducted and action plans implemented.
Ensure effective risk assessment/personal safety procedures are in place to protect staff and service users in accordance with organisational policies and procedures and keep under regular review.
Monitor ongoing quality of service provision including people and environmental risk management.
Manage, record and coordinate responses to complaints in line with organisational policy and timescales.
Effectively demonstrate service compliance with the Children's Homes Regulations and Quality Standards 2015 and the Single Social Care Inspection Framework (SSCIF)
Promote and maintain a culture of continuous service improvement.
Maintain effective monitoring systems to ensure the home is ready for Ofsted Inspection and seek to develop good working relationships with the homes Ofsted Inspector.
Ensure the Quality of Care Report (Regulation 45) is submitted to Ofsted twice yearly and that the monthly Regulation 44 visits are carried out by an Independent person.
General Duties
Have responsibility for the management of services, including staff management and supervision, care and placement planning, safeguarding, communications, report writing and monitoring quality and compliance.
Ensure full implementation of statutory and organisational policies and procedures and provide feedback on the effectiveness of all policies and procedures.
Compliance with legal and regulatory requirements such as provisions set out in the Children's Homes Regulations and Quality Standards 2015, Childrens Act 1989, Data Protection Act 1998, Health & Safety at Work Act 1974 and Working Together to Safeguard Children 2018.
To be responsible for developing constructive working relationships within the wider community to promote the overall outcomes for looked after children.
Ensure that staff have the skills, experience and qualifications required to meet the needs of each child or young person placed in the home and provide continuity of care.
To lead and manage the home in a way that is aspirational, inspiring both children and young people and the staff who work there.
Produce monitoring reports, statistical data and evaluation as required and in keeping with organisational policies and procedures and within agreed deadlines.
To ensure that the principles of equality and diversity are embedded in the culture of the home.
To ensure that each child or young person has individual care and care planning which is tailored to their specific needs and requirements as laid out in their relevant plans.
To maintain professional relationships with the team around the child, multi-agency partnerships and where appropriate parents, families and other stakeholders.
OTHER RESPONSIBILITIES:
To support and engage young people to achieve optimal outcomes, including preparation for adult life programme, appointments, meetings.
To support the effective delivery of Greater Horizons Service Aims.
To develop productive working relationships with colleagues, other agencies and members of the public.
To work closely with the team leaders and senior management to ensure the running of the home is to a high standard and meeting the Quality Standards.
To contribute to the development of young people through the provision of a nurturing homely environment and being a committed and consistent adult role model.
To be assigned as a key worker or co-keyworker and provide a high standard of support throughout.
To provide young people support in cooking, cleaning, washing, shopping, and budgeting.
To ensure that ILA / petty cash receipts are retained for financial auditing records.
To support young people in attending Education, Employment and Training.
To understand / read / update risk assessments and pathway plans
To ensure that that all logbooks, communication books, Health and Safety records and daily records are updated and maintained to a standard as required.
To ensure that all accidents (including young people, employee and third parties) are recorded immediately using the correct forms and notification procedures.
To participate in staff handovers before commencing or leaving a shift.
To apply positive behaviour management / de-escalation strategies to manage the behaviour of the young people and participate in physical interventions as a last resort only where required.
Induct Young People on admission, explaining house rules and welcome pack etc.
Continually assess Young People's needs and work with fellow colleagues and the Home's Manager to revise support plans in line with Young Person's changing needs and abilities.
Provide a positive, welcoming, and stimulating environment for Young People, leading by example in encouraging them to carry out day to day duties.
Be a point of contact for Young People to feel able to discuss ideas and keep them updated on actions and act on their behalf when appropriate.
Promote, acknowledge, and respect the privacy, dignity, diversity, rights, and responsibilities of Young People to enable them to meet their goals and aspirations and to build and maintain their self-worth and individuality.
Identify development areas in Young People to enable their independence and be innovative in coming up with methods to support these.
Apply the correct protocol, immediately, upon any suspicion, evidence, or allegation of any concern in relation to child protection, in accordance with Greater Horizons Policies and Procedures.
Respect and enforce professional boundaries and communicate professionally with Young People, colleagues, professionals, and agencies.
Ensure general upkeep of the house is to a high standard and to report maintenance issues, and gas / electric pay as you go meters always have sufficient credit.
Manage the accommodation, ensuring that health and safety requirements are always met.
Provide weekly reports.
Respond to informal complaints made by or on behalf of Young People.
Liaise with professionals / carers as necessary and attend professional meetings as required.
Attend all staff meetings, training courses, supervisions.
Identify and request relevant training and development through supervisions.
Cover any gaps on shift or provide a second person on duty, until relief staff can be secured.
Ensure staff room privacy is protected and not allow Young People into the staff room for any reason.
Contribute to the development of teams and individuals to enhance their skills, experience, and knowledge. Develop one's own knowledge, practice, resources, and style of leadership which ensures open and participatory management and practice.
Contribute to the promotion of the individual's health and social wellbeing; ensure that the individual can maintain a positive sense of self and identity, and that they are supported in maximising their educational opportunities and achievements.
Ability to lone work within the home to support the young people with their independent living skills. Working to the risk management and following the lone working policy and procedures.
Undertake any other duties appropriate to the post as may from time to time be required by the Team Leader / Manager for Greater Horizons.

All employees have a duty to carry out their work with due regard for the health and safety of young people, themselves, other employees and the public, to observe health and safety requirements relevant to their activities and co-operate with the Manager, Service Manager for Greater Horizons so as to enable them to carry out their own responsibilities effectively.
They must report to their direct line manager every accident no matter how minor and any incident, which could result in injury or damage to plant and equipment and co-operate in the investigation of accidents with the object of preventing a reoccurrence.
