POST TITLE: Registered Manager

REPORTING TO:

Responsible Individual / Director

JOB PURPOSE:

To manage, develop, deliver and be responsible for services to young people in Children's Homes, and be an assertive champion for Children in Need in accordance with the Quality Standards for Children's Homes.

NOTE: The post may require the worker to work evenings and weekends depending on the needs of the service, which may involve sleeping-in duties.

MAIN DUTIES/RESPONSIBILITIES



Listed below are the responsibilities this role will be primarily responsible for.

1. In line with the Children's Homes Regulations, regulation 28 the Registered Manager will need to ensure they have the appropriate experience, qualifications, and skills in order to pass a fit person interview with Ofsted.

2. The Registered Managers will ensure the smooth running of the Children's Home in line with the Guide to the Children's Homes Regulations including the Quality Standards, this is monitored by the governing body which is Ofsted.

3. To be responsible for the day-to-day management of the home ensuring the provision of a 24hour, 7 days a week service.

4. To produce and regularly review a Statement of Purpose for the home in line with Childrens Homes Regulations Schedule 1.

5. To be responsible for making decisions in regard to referrals and admissions to the home, taking into account assessed needs of young people and associated risk management.

6. To participate and be a member of the authorities' various panels and contribute effectively.

7. To consistently provide leadership, guidance and management to groups and individual staff in implementing organisational strategies aimed at achieving the home's objectives and be responsible for the deployment and control of staff on a day-to-day basis.

8. To be responsible for the development, implementation, and monitoring of individual young people's plans and, to ensure a response and aims to achieve the identified outcomes for young people. Ensure and oversee all staff contributing to the compilation of a robust residential placement plan, and where necessary behaviour support plan. To oversee staffs' participation in the care planning process. To ensure that key stages in the stay of young people, such as admission and discharge, are effectively managed, and reflect decisions recorded in care plans. To be responsible for ensuring that young people facing particular crises and stresses are offered appropriate additional support, and to ensure that staff are supported in dealing with the most complex cases.

9. To monitor, evaluate and alter where necessary the quality and effectiveness of the key workers role to individual young people, in order to maximise success of the identified outcomes.

10. To ensure that the whole team work with young people in keeping with legislative, procedural, and good practice requirements. To lead and support auditors in their work including Ofsted inspectors and Regulation 44 visitors and provide them with the necessary information. To advise on professional matters within the area of competence. To work with groups of young people effectively and creatively in line with risk assessments in a planned and flexible way. To undertake and maintain required training standards of self and whole team.

11. To be the safeguarding lead in the home as well as the single point of contact (SPOC) to safeguard and promote individual young people's welfare and rights. To ensure all reasonable steps are taken for the safe return of young people who are missing. To effectively respond as necessary to complaints and allegations in line with the procedures.

12. To manage the team and communicate effectively with all staff and other professionals. To ensure the promotion and development of effective team working, to ensure good communications systems, including handovers, logbooks, regular supervision and staff meetings. To lead in the recruitment, monitoring, regular supervision, appraisal, and disciplining of staff, as necessary. (Which is more than two people) To produce and lead the implementation of an annual workforce development plan for the home. To be responsible for staff welfare, offering support at times of stress, praising work completed and monitoring performance, including supporting HR with sickness absences and reviews.

13. To write monitor and review all children's home procedures in line with current legislation and guidance.

Professional Child Care Practice in line with the Childrens Homes Regulations 2015



To provide a variety of appropriate stimulating activities and present as a consistent and caring adult role model. To oversee the whole team's contribution of this.Undertake, monitor, and review young people's risk assessments and all other relevant risk assessments.Effectively manage, monitor, and review the consequences of risk-taking behaviours of young people, e.g. substance misuse, self-harm, running away, etc. To dynamically risk assess situations.Provide appropriate boundaries to young people to help them to regulate their own behaviour. To monitor and evaluate the outcomes.Provide for young people's physical needs as necessary, for example, by cooking, washing, ironing, shopping, budgeting, or by enabling young people to conduct such tasks for themselves.Manage all administrative tasks and all forms of record keeping and preparation of reports as required by the Service in line with the Quality Standards.Monitor and evaluate the home and the team in all aspects of its service.

15. To follow procedures regarding petty cash, including the monthly reconciliation of the bank account and expenditure within the home ensuring this is done within budget, and also with regard to monthly timesheets and the authorisation of these.

16. Develop and implement consultation documents with young people, families, and other professionals in order to seek feedback on the homes service and care provide. All staff are accountable for the quality of their own work and for the operation of the relevant parts of the quality systems. The Registered Manager is accountable for the quality of the care provided by the home they manage.

17. All members of staff are required to undertake that they will not divulge to anyone personal and/or confidential information to which they may have access during the course of their work.

All members of staff must be aware that they have explicit responsibility for the confidentiality and security of information received and imported in the course of work and using information assets.

18. Contribute to the development of the service to meet the needs of Looked after children and children in Need.

19. Ensure that the PDR process operates effectively within your team and end of year reviews are completed and submitted.

20. Manage your team in line with all the policies and procedures and ensure that employees are aware of their obligations under these.

21. Behave according to the Employees' Code of Conduct and ensure that employees in your team are aware of their obligations and responsibilities re. Conflicts of interest, gifts, hospitality, and other matters covered by the Code.

22. Ensure that the Equality agenda is implemented effectively in your team and to perform your duties as a [manager / supervisor] and employee in line with these.

23. To fulfil your health and safety management role as detailed in Health and Safety Policies, organisational statements, and procedures to ensure a safe working environment for yourself, members of your team and others who may be affected by your team's activities.

24. Any other duties of a similar nature related to this post that may be required from time-to-time.
