Job summary
The Government Actuary's Department (GAD) is a well-established organisation in the heart of government which uses statistical analysis and probabilistic financial models to assess a wide range of risks facing the public sector. Using these techniques, we aim to unlock value in our core work and make impact on policy by providing expert advice to government departments in areas including contingent risks, insurance, pensions, and social security.
The Analytical Solutions Team (AST) comprises around 80 analysts and actuaries and works across a wide and growing range of analytical areas including social security, funded and unfunded pensions, as well as bespoke analysis, production processes and model building for Government. The team is organised into a set of functional areas - an organisational structure which divides team activities into specific roles with distinct responsibilities.
By joining GAD's Reproducible Analytical Pipelines team you will be integral in our efforts to modernise and automate analytical workflows, enhancing efficiency, data quality and reliability in pensions and insurance analysis through modern techniques and collaborative project delivery.
Job description
You will join the functional team of "Reproducible Analytical Pipelines" whose mission is to enhance efficiency and reliability in analytical production processes.
The team serves as a platform for efficient analytical working practices and change within GAD. We will look to you to proactively contribute to this by embracing new technologies and ways of working, and to help embed them across AST. You will be a key member of this function working alongside analysts and actuaries with a broad range of experience from across the Civil Service and the private sector.
You will play a key role in enhancing GAD's capability to transform data and legacy production processes within pensions and insurance provisioning into efficient, modern architectures.
You will play a key role in defining and evaluating analysis production processes to support reproducible analytical pipelines. This will include making recommendations for innovation and future investment, with consideration for data quality, documentation, code review practices, version control and dependency management. You will design and develop pipelines incorporating data or statistical analysis in R or Python using pension and insurance data from a range of subject areas.
This transformation will result in actionable evidence for the internal teams we support and the external clients to whom we deliver our work.
Person specification
You will work collaboratively with your team and a variety of stakeholders to:
o Carry out complex data analysis and solution scoping to inform and influence the team's strategic direction for the implementation of automated, reproducible analytical workflows to quality assure and analyse data from its various subject areas.
o Contribute to the development of new and innovative analytical production methods to increase efficiency, data quality and evidence value of some of our core datasets.
o Manage technical projects across a broad range of environmental themes, working with specialists and technical staff from across the organisation, and with external partners.
o Interact with a range of government, agency and partner bodies working on analytical projects and best practice relating to the implementation of reproducible analytical pipelines.
o Identifying opportunities to enhance the Government Actuary's Department's analytical offerings, such as creating dashboards using Business Intelligence (BI) tools or R Shiny, replacing repetitive analyses or exploring complex data sets in an accessible and cohesive way.
o Provide specialist advice and guidance on analysis to staff across the organisation and contribute to strategy and guidance documents relevant to reproducible analytical pipelines.
o Mentor less experienced colleagues within your team.
o Be committed to your own development through the effective use of your personal development plan.
