About the role




An exciting opportunity has arisen to join the

Greater Manchester Resilience Unit (GMRU)

as

Resilience Manager

, a key management role at the heart of one of the UK's leading city-regions for resilience.


Greater Manchester Resilience Unit is a shared service established by the 10 Greater Manchester's Councils to deliver expertise in civil contingencies and resilience. The unit also provides a 24/7 response service, working with local authorities and partners to ensure preparedness, response, and recovery from emergencies. As Resilience Manager, you will:

Lead and develop a high-performing team delivering risk assessments, emergency plans, training, and exercises. Shape and implement projects that strengthen Greater Manchester's resilience capabilities across its councils. Represent the GMRU in local authority and multi-agency governance structures, building strong partnerships at regional, national, and international levels. Provide expert advice and leadership during live incidents, supporting councils and partners through our 365/24/7 response rota. Support delivery of the GMRU business plan, ensuring our services remain innovative, responsive, and sector leading.

The post holder will join the team at a pivotal time as Greater Manchester's Councils implement their resilience ambitions set out in the recent Trailblazer Devolution Deal agreed with Government, the Greater Manchester Resilience Strategy, and the UK Government's Resilience Action Plan.

About you




We are looking for an experienced and motivated leader who can work effectively in a fast-paced, multi-agency environment. You will bring:

Experience of

managing teams

, delivering high-quality services and experience of working with senior officers across different agencies Strong skills in

partnership working, project management, and public speaking

. Excellent communication, analytical, and problem-solving skills, with the ability to remain calm and decisive under pressure. The flexibility to participate in the GMRU's 24/7 on-call rota.

While experience in civil contingencies is an advantage, it is not essential we are looking for someone with the drive, resilience, and leadership skills to develop expertise quickly and lead a successful team.


You must hold a full UK driving licence with access to a vehicle for business use, and you will be required to undergo and pass

police security clearance
