Your Role



As Resourcing Partner Contingent Workforce, you'll lead the management of contractor and temporary labour across TfGM, ensuring high-quality, compliant, and cost-effective resource provision. This role blends recruitment expertise with commercial oversight to optimise workforce agility and supplier performance. You'll work closely with hiring managers, HR, Procurement, and Finance to deliver strategic resourcing solutions that support both operational delivery and major transport projects.


Key responsibilities include:

Managing the Contractor Recruitment Services Framework, overseeing supplier performance, compliance, and continuous improvement. Providing expert guidance on contractor recruitment policies, IR35, and workforce planning. Leading attraction and retention programmes in partnership with third-party providers. Collecting and analysing contractor usage data, preparing reports for senior stakeholders, and supporting audits. Ensuring all contingent engagements comply with legislation and TfGM policies, identifying and mitigating associated risks.

You'll bring strong experience in contractor recruitment and contract management, with a deep understanding of relevant legislation including IR35. You'll be commercially aware, strategically minded, highly credible, and confident in building relationships across departments and with external suppliers. Experience in data analysis and supplier performance management is essential. Educated to degree level and preferably MCIPD membership are required.

This is a permanent role with a salary of 40,650 - 52,866 per annum depending on experience. You'll be part of a supportive team with opportunities for career progression, professional development, and flexible working.
