The Block is a veteran-led charity based in Liverpool, dedicated to supporting ex-service personnel and their families. We focus on mental health, crisis support, financial empowerment, and homelessness prevention. As a registered charity and established support service, we operate a trusted drop-in hub and deliver national referral-based services including "Op Fortitude", preventing veteran homelessness.
We support the Liverpool city regions homelessness teams, the local authority, NHS hospitals and adult services along with a number of specialist providers locally including our partnership with Tom Harrison House Addiction treatment centre for veterans.
We are seeking a skilled and detail-oriented Case Risk and Liasion Manager to join our Reducing veteran homeless team. The ideal candidate will be responsible for identifying, assessing, and mitigating risks that could potentially impact our organisation's operations and objectives. This role requires a strong understanding the local authorises Homelessness strategy and adult support services along with the U.Ks veteran and Armed Forces support network.
Responsibilities
This role will lead The Block's efforts to
prevent and reduce veteran homelessness
in the Liverpool City Region by:
Managing referrals and risk for vulnerable veterans
Liaising with key partners (NHS, local councils, DWP, Op Fortitude, etc.)
Delivering rapid, person-centred interventions to stabilise vulnerabilities
Ensuring safe, coordinated, and trauma-informed support is in place
Prevent veteran homelessness in the Liverpool city region.
You'll be at the
front line of veteran housing advocacy, risk assessment, and crisis prevention
, representing The Block Armed Forces Foundation in Liverpool in collaboration with Tom Harrison House the only specialist addiction treatment centre for veterans and their commitment to all veterans across the U.K
Identify potential risks and vulnerabilities within each case referred to the charity.
Continue the development and implementation of risk management strategies to mitigate identified risks.
Act as the
main point of contact
between The Block and housing partners, including:
Local authorities
Housing associations
Homelessness services including White chapel Liverpool.
Op Fortitude
Attend case conferences, safeguarding panels, and inter-agency meetings
Build relationships with frontline services to ensure
fast-track housing responses
for veterans
Respond to urgent referrals involving homelessness, rough sleeping, or threats of eviction
Ensure
safeguarding protocols
and GDPR standards are met in all case handling.
Act as the main point of contact and liaison between agencies for cases involving homelessness and identified risk factors.
Provide training and guidance to staff on risk awareness and mitigation strategies.
Veteran-Focused Housing Advocacy
Support veterans to access property pool plus, local authority emergency accommodation, supported housing, or private lets
Assist with:
Navigating the housing system
Supporting care plans
Completing homelessness applications
Appealing decisions or negotiating with landlords
Advocate for veterans with
multiple complex needs
, including PTSD, addiction, or criminal justice involvement
Desirable Criteria
Personal or professional experience with the
Armed Forces community
Qualification in housing, social care, mental health, or support work (Level 3+)
Experience using referral platforms such as
Op Fortitude
,
Experince using word, Edexcel, Word, CRM systems
Familiarity with Op Courage, NHS care pathways, or veteran-specific policies
