Overview:

The London Borough of Harrow is seeking a highly skilled and motivated Senior Analyst with knowledge and experience of Adult Social Care data to join its Business Intelligence Unit. This pivotal role sits at the heart of the Council's commitment to evidence-based decision-making, supporting strategic planning and service improvement through the provision of high-quality data, analysis and insight.

Working closely with the Business Intelligence Partner, the Senior Analyst will lead on a range of analytical projects, drawing on advanced data management and interpretation skills to inform policy, performance and operational delivery. The post holder will be instrumental in shaping the Council's understanding of service outcomes and resident needs, using both quantitative and qualitative data to drive meaningful change. With a strong focus on collaboration, the role involves building effective relationships with Directors, service managers and partner organisations, ensuring that findings are clearly communicated and acted upon.

This is a dynamic and rewarding position, offering the opportunity to work independently and take ownership of complex research tasks, while also mentoring junior analysts and contributing to the development of the wider team. The successful candidate will bring a high level of technical expertise, including proficiency in tools such as Excel and Power BI, and a deep understanding of local government data systems and policy frameworks. About you:

The successful candidate will have:

Proven experience in data analysis, interpretation, and presenting findings to influence service improvement. Strong technical skills in Microsoft Excel, Power BI, and other analytical tools used in performance reporting. A solid understanding of local government structures, services, and the policy context in which they operate. The ability to manage complex datasets, extract meaningful insights, and communicate them clearly to non-specialist audiences. Confidence in building relationships with senior stakeholders and influencing decision-making through evidence. Experience mentoring or training colleagues, with a collaborative approach to team development. A proactive attitude towards improving data quality and supporting sustainable change across services. A degree-level qualification or equivalent relevant experience in a data, research, or policy-related field.
