Job summary
The Health and Safety Executive (HSE) is the independent regulator for work-related health and safety. Our purpose is to protect people and the environment - we save lives.

We are looking for two experienced assistant economists to provide high-quality economic analysis to business areas across HSE. This role is expected to principally provide support to the Building Safety Division.
The Economic and Social Analysis Team
You will work as part of HSE's Economic and Social Analysis Team (ESAT), reporting directly to the Chief Economist. The team, part of the Analysis and Risk Capability Group within HSE's Science Division, which comprises the analytical function of HSE.
The wider Analysis and Risk group includes statisticians, psychologists, epidemiologists, data science colleagues, risk modellers and Geographic Information System (GIS) specialists. You will work closely with these specialists and with policy professionals.
The small and flexible nature of ESAT provides an excellent opportunity for you to increase your level of responsibility and exposure to senior staff, leading key strategic, policy and research projects.

Job description
The main responsibilities that you would be undertaking include:
Providing expert economic advice and guidance to inform decision-making on technical policies relating to buildings. Applying appropriate economic techniques across a range of work to improve the safety and standard of buildings
Working closely with technical experts developing building standards. Your work will inform changes to national Building Regulations and associated guidance, across many different aspects of building design, including fire safety, structural safety, access, and building services.
Working on projects with commissioned specialist advice (cost consultants, regulatory experts, architects, engineers and building surveyors) on built environment from external contractors as key inputs into policy development activities.
Leading high-quality cost benefit analysis of proposed Government interventions (Regulatory Impact Assessments) and evaluations of existing policy (Post Implementation Reviews). We work closely with social researchers in the team to devise suitable evaluation and research methods to meet the standards of external scrutiny from the Regulatory Policy Committee (RPC). There may be opportunities to work on HSE's remit as a part of this work.
There will be occasional travel involved with this role, this is likely to occur 1-2 times per month.

This role offers a hybrid working pattern where your working week can split between your home and your local HSE office, details of which can be discussed prior to taking up the role.

Qualifications
Applicants will need to possess or will be expected to have a first or upper second-class honours degree. Here are the essential criteria:
o Hold an Economics degree, or if you completed a joint degree, at least 50% of the modules must be economics, or you must have a MSc in economics.
o Modules must have covered both micro and macroeconomics to qualify.
o If you graduated more than five years ago then you must have examples of how you have maintained your economic knowledge on the first role specific question on the application form.###

Sift Information
The Sift is due to be held during week commencing 16th June 2025 where you will be assessed on your CV, Personal Statement and Behaviour.
Please note your CV and Personal Statement will both be assessed however, you will receive a joint score for these.

You will be asked an additional question during the application stage to confirm if you are an accredited member of the Government Economic Service profession. Interview Information
These posts are Government Economist Service (GES) badged positions. You must be part of the GES or pass badging as part of the interview process. For non-GES candidates you need to demonstrate substantial experience in a relevant economics job role in the last three years to be considered for these roles.
Interviews will take place over 2 stages, for any non-badged members, you will be required to undertake an assessment as part of the 1st stage interview. If you are already an accredited badged member of GES you will bypass stage 1 of the interview process. Further information on the interview process for both stages is provided below.
Interview Stage 1
- During the 1st stage, you will be invited to complete a written assessment, where you will be scored against the technical skills listed in this advert. Details of the written assessment will be shared prior to interview stage 1. After which you will be invited to the stage 1 interview. If you are successful at the 1st stage interview, you will move to the 2nd stage interview.
The written assessment will take place on the week commencing 30th June 2025.
Stage 1 interviews will then take place on week commencing 7th July 2025.
Interview Stage 2
- If you are successful at interview stage 1 or are already an accredited badged member of the GES profession, you will be assessed on the Behaviours and Technical skills listed in this advert.
Stage 2 interviews will take place on the weeks commencing 7th and 14th July 2025.
You will also be asked to provide a presentation during your interview stage 2, further information will be provided if you are invited to interview.
