Being the Senior Business Analyst
As a Senior Business Analyst, you will be a driving force for positive change across the Fire and Rescue Service, embodying and promoting our core values in every aspect of your work. This pivotal role sits within the Portfolio and Business Change team, where you will work closely with colleagues at all levels and external partners to understand needs, analyse existing processes, and identify opportunities to enhance services for both staff and the public.
You will play a central role in supporting the adoption of new ways of working, helping to embed meaningful and sustainable change. Your expertise will be instrumental in delivering improved business processes that align with and advance the organisation's strategic objectives. This is a highly collaborative position, requiring excellent communication, analytical, and problem-solving skills--with the opportunity to make a tangible impact on community safety and the overall effectiveness of the Service
What you'll do
Lead the full change lifecycle from initial concept to implementation. Working with business leads to develop cases, quantify project benefits, and conduct post-implementation reviews.
Design streamlined processes with minimal touchpoints, ensuring high data quality to support firefighting, rescue, prevention, and protection activities.
Collaborate with internal and external stakeholders to understand needs, identify issues such as fragmented processes, and gather requirements to improve business operations and IT services across the organisation.
Rapidly build organisational knowledge to support requirements gathering, solution design, and testing phases.
Work alongside project managers and business leads to estimate activity duration's and maintain progress tracking schedules.
Lead requirements gathering and interpretation, ensuring solutions are evidence-based, practical, and aligned with strategic priorities.
Assess the level of process mapping needed at each stage to support market testing and determine whether existing solutions or new processes are required.
Support project teams in successfully integrating technical solutions into operational workflows.
Facilitate workshops using appropriate analysis methods, leading complex initiatives with minimal supervision.
Demonstrate excellent communication and mediation skills, building trust and navigating conflicting views to reach consensus through constructive debate and sensitive challenge.
What you'll bring
Educated to degree level or equivalent experience, ideally holding a BA qualification such as BCS International Diploma in Business Analysis or CBAP.
Project/programme management qualifications (e.g. PRINCE2, MSP, AgilePM) and continuous improvement credentials (e.g. Lean Six Sigma Yellow/Green Belt) are desirable.
Strong knowledge and practical experience of both Agile and Waterfall methodologies, with exposure to software development life cycles.
Proven experience in designing business processes, gathering requirements, conducting market research, testing, and engaging stakeholders.
Skilled in facilitating workshops, interviews, and focus groups to effectively elicit and define requirements.
Excellent communication, analytical, and problem-solving abilities.
Capable of interpreting complex policies, procedures, and business rules to identify and recommend improvements.
