We are looking for Senior Business Change Managers to join us in our critical work to protect the nation from health threats.
Successful candidates will be assigned to one of our diverse range of projects or programmes with opportunities for you to work on multiple initiatives such as:
Supporting delivery of a major change programme within UKHSA's Portfolio, aligned to the organisation's strategic objectives.
Health protection projects or other health initiatives.
Technology programmes or projects.
Infrastructure programmes or projects.
Organisational change / transformation programmes or projects.
Leading change management aspects of new projects and programmes.
We are looking for candidates with both business change and change management experience in projects, particularly those with experience of transformational delivery, government operations reform and/or infrastructure project experience.

Job description
As Senior Business Change Manager you will proactively prepare the business for the impact of the changes being delivered by the project which will typically be high in complexity. You will provide a bridge between the project and the business users to ensure that activities are planned and completed to enable the business to implement the agreed change and realise the business benefits.
This role is a government project delivery profession role and part of UKHSA's project delivery resource model. It is aligned to the Project Delivery Capability Framework (PDCF) career pathway Change Manager 4, belonging to the Business Analysis and Change Specialist role family.
Lead the business change management activity by working with the project manager to deliver the business case benefits and outcomes.
Champion the use of best practice business change management standards, tools, and processes, providing a clear vision and standards.
Assess and understand the impact of the change on stakeholders and users to improve the likelihood of success in adopting the change.
Lead stakeholder engagement, building strong networks both internally and externally. Act as point of contact for senior stakeholders.
Work with the communications team to deliver clear messaging about the business change.
Lead on the creation of the required business change products for the project, ensuring these are used appropriately.
Establish and maintain the project change plan and provide input into the overall project plan.
Identify and update business readiness criteria before implementation. Report on the tracking of this to approve / refuse go-live.
Plan benefits realisation as part of business change activities.
Lead on the change management elements of the business case.
Be an active member of the UKHSA Project Delivery Profession Community.
The job holder will be supported to work towards achieving Government Project Delivery Accreditation where they do not already hold this.

Essential role criteria:
Significant experience in business change and implementation in a project environment or experience of change management in a non-project environment. (Lead criteria)
A visible leader experienced in influencing and challenging effectively at a senior level.
Working knowledge of how to define and track the realisation of benefits.
Experience of planning, scheduling, change control, governance, and risk management.
Strong interpersonal skills, with the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries.
Experience of communicating important information in a clear, engaging way, tailoring to the needs of the audience.

Stage 1: Application & Sift
This vacancy is using Success Profiles. You will be assessed on behaviours, experience and technical.

Eligibility Criteria

Security Clearance Level Requirement
Successful candidates will require Basic Personnel Security Standard (BPSS) as a minimum with willingness and capability to work towards Security Check (SC).
Successful candidates must pass a disclosure and barring security check.
For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 5 years as the role requires Security Check (SC).
