Senior Commissioning Manager

to lead commissioning projects that directly impact the lives of adults across the borough.

Working within our

Integrated Commissioning

division, this role supports collaborative planning with the NHS, voluntary sector, and Council partners to drive innovation and deliver better outcomes for our diverse communities.

What You'll Be Doing



Lead the commissioning of services in your portfolio, developing strategies and delivery plans that drive transformation and ensure high-quality, cost-effective outcomes. Collaborate across the Council, CCG, and partners to support whole-system change and integrated service delivery. Engage with residents, carers, and stakeholders to embed

and

user voice

throughout the commissioning process. Manage contracts, procurement, service specifications, and monitor provider performance. Oversee staff teams, budgets, projects, and risk assessments while delivering on KPIs and transformation targets. Draft and present reports, strategies, and recommendations to leadership boards, ensuring compliance with statutory responsibilities and local priorities. Act as a key point of contact for safeguarding responses and service reviews. Lead and participate in service planning, market development, and continuous improvement projects.

What We're Looking ForEssential Qualifications & Experience

degree

or relevant professional qualification orsignificant experience in

commissioning

Proven experience in

commissioning services

in health, social care, or the public/voluntary sector Strong background in

project and programme management

, including budgeting and performance tracking Experience working with service users and carers in commissioning or transformation planning Experience of

leading teams

, delivering performance appraisals, and developing staff Ability to write and present complex information clearly for various audiences

Knowledge & Skills



Expert knowledge of

adult health and social care services

and current policy frameworks Understanding of commissioning processes across local government, NHS, and voluntary sector Ability to manage contracts, budgets, and collaborative planning frameworks Awareness of key issues facing diverse communities and voluntary sector partners Confident working with

data-driven

evidence-based commissioning models

Strong grasp of Council financial regulations and statutory responsibilities
