Brief Description

We are looking for a Senior Cost Planning Manager to join our team in Glasgow. You will provide a cost planning and benchmarking service for Scotland\'s Railway during the development and design project lifecycle stages in support of Business Planning & Investment Authority. This role provides an opportunity to work on large and complex renewal, enhancement, and decarbonisation infrastructure schemes, working collaboratively with the development and delivery teams to develop cost plans, support post-contract analysis, identify project efficiencies, and promote a design to budget attitude within our supply chain. The role also requires a proactive individual who will contribute to developing and improving technical competencies in the cost planning team.

About the role (External)

Here are some of the duties your role will include: -

\xc2\xb7 Develop accurate and comprehensive cost plans for large and complex projects in accordance with the Cost Planning policies, processes, and Project Acceleration in a Controlled Environment (PACE), in a timely and efficient manner with limited management or supervision.

\xc2\xb7 Detailed working knowledge of the \'Cost Analysis Framework\' (CAF) process and be able to complete and submit project rail activity cost model data through the CAF process at early project lifecycle stages, in accordance with the Cost Planning policies and processes in a timely and efficient manner and to work collaboratively with the delivery commercial team in support of the CAF submission at the end of the project lifecycle.

\xc2\xb7 Proficient in the development and use of Cost Analysis, Benchmarking and Unit Cost Modelling techniques or railway-based work activities and provide improvement initiatives.

\xc2\xb7 Support the procurement team with tender and/or contract price analysis and reference to baseline and revised estimates.

\xc2\xb7 Support the commercial team with unit cost modelling, cost analysis feedback for final account and/or significant contract scope proposed change analysis and preparation of project close out analysis.

What you will bring to the role: -

\xc2\xb7 Qualified and experienced in cost planning, estimating and quantity surveying

\xc2\xb7 A comprehensive knowledge of Cost Planning and Estimating processes and techniques.

\xc2\xb7 A comprehensive knowledge of Cost Analysis, Cost Modelling and Benchmarking processes and techniques.

\xc2\xb7 Wide and varied experience of large and complex civil engineering infrastructure projects and / or building projects.

\xc2\xb7 Relevant successful experience of the provision of Cost Planning, Estimating and / or Quantity Surveying services in a project environment.

\xc2\xb7 Understanding of the project management, planning, risk assessments and management, and investment authority processes associated with building and / or civil engineering infrastructure projects.

\xc2\xb7 Good communication, analytical, presentation and reporting skills.

It\'s desirable if you have it to help give you context to the role: -

\xc2\xb7 Qualified to a professional standard in cost planning, estimating and quantity surveying through membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent body.

\xc2\xb7 Knowledge and experience in Network Rail\'s Cost Planning policies and processes
