Brief Description
To lead the Southern Region Delay Resolution team and manage the dispute process up to Level 3 with lead operators and internal Network Rail parties. Enable a consistent and accurate application of the Delay Attribution Principles and Rules, following Industry processes, to provide excellent performance intelligence to the Southern Region and Rail Industry

About the role (External)
Key Accountabilities
1. Acting as technical and professional lead for the level 2 and 3 process within delay attribution, checking compliance by completing all appropriate measurement and contractual documentation in respect of the Performance Manual (Sections 4, 5, 6 and 7) and the Track Access Contract.
2. Responsible for the production of accurate and timely PEARS statements on Days 2, 8, and 42.
3. Senior user and first line technical assurance for daily and periodic PEARS reporting.
4. Act as lead for developing, training, and continuously improving delay resolution team and contractual processes.
5. Resolve and clear disputed incidents in the performance systems in line with contractual timescales, within Level 2 and resolving as Level 3 expert within the Region.
6. Undertake continuous improvement techniques by feeding back insight to delivery teams on common themes.
7. Input to and influence on the national strategy for delay attribution and resolution through attendance and contribution at relevant forums e.g. Freight Attribution Delivery Group (FADG), Route Performance Measurement Managers Group (RPMMG), Delay Attribution Board (DAB).
8. Provide subject matter expertise to the Head of Regional Performance and Intelligence

Essential
People management skills
Negotiation skills and influencing
Clear understanding of financial disciplines
High degree of numeracy, literacy and I.T skills
Ability to work to tight timescales
Understanding and experience of train operations and the railway business
Strong analytical skills
Ability to use complex modelling tools
Desirable
Working knowledge of contractual matrix
Salary
: 46,701 - 56,411pa. Band 3B
