Job summary
It is your role to act as Senior Elections Manager and lead on the DBCC's programme of work relating to the co-ordination of the administration of Welsh elections and referendums. The postholder is responsible to the Head of Democratic Health and will provide advice on elections, electoral registration and electoral reform to support DBCC in the delivery of its functions.
Job description
Provide support to the programme of work of DBCC and BCW relating to the EMB function, including (but not limited to) assisting returning officers, electoral registration officers and local authorities in carrying out their functions in relation to Welsh elections and referendums and promoting best practice in the administration of Welsh elections and referendums.
Support the design of programmes relating to the co-ordination of elections for DBCC and BCW.
Support the Head of Democratic Health in reporting progress and assessment of election-related risks to DBCC, BCW and EMB
To work collaboratively with the Senior Communications and Engagement Manager and the Senior Democratic Health Policy Manager
Implement lessons learned by developing policy and practice across the EMB function
Provide elections expertise for DBCC, BCW and EMB
Monitoring risks and issues, using initiative to respond to minor day to day changes in priorities and escalating where necessary.
Coordinate and obtain specialist advice for the Chief Executive, Commissioners, EMB, Principal Councils, Welsh Government, UK Government, the media and the public on matters relating to elections and electoral registration, when required.
To support the Chief Executive by contributing to research, drafting papers (for internal use or for consideration by Commissioners or staff) and preparing and making presentations to internal and external stakeholders on related issues
Represent DBCC, BCW and EMB at meetings with stakeholders as required.
Build and maintain strong working relationships with key stakeholders.
Lead on the election delivery workstream as part of the Secretariat support to the EMB
Co-ordinate and support the work of the sub-committees relating to the EMB
Support the Head of Democratic Health in the delivery of regular briefing events throughout the year for Returning Officers and their staff
Provide expert input in relation to consultation responses for matters relating to elections and electoral registration

Job Specific Criteria (essential):
An understanding of the structure and organisation of local, national and UK government and the underlying legislation.
Experience of delivering elections and electoral registration in the UK.
Experience of reading and applying legislation.
Experience of delivering at pace whilst ensuring quality.
The ability to develop and nurture effective relationships with colleagues and stakeholders to ensure effective collaboration to get business done.
Problem solving skills, including consideration of a wide variety of stakeholder needs
Experience of drafting high quality written policy documents which focus on attention to detail and adapt to engage with various stakeholders
Association of Electoral Administrators Certificate in Electoral Administration
Educated to degree level or equivalent
