About the team..
Technical Authority's purpose is to support our front line to deliver safe and efficient performance for passengers and freight. We do this through providing technical leadership and specialist expertise, facilitating technical growth and lateral learning, and assuring regional delivery.
The Europe CCS team leads strategic developments involving future Control Command and Signalling (CCS) with a focus on the European Rail Traffic Management System/European Train Control System (ERTMS/ETCS), Automatic Train Operation (ATO), EULYNX and future Traffic Management Systems (TMS). The team leads the Target190 research and development programme. We work in close collaboration with railways and suppliers from across GB, Europe and beyond.
Our role is to find creative technical solutions to problems, to set effective strategy and policy, to cut red tape, to find better ways of doing things and to provide strong competence and assurance regimes that make sure we do things effectively.
What does the average day look like?
No two days are quite the same in this exciting and varied role! You'll be providing expert leadership in your specialist engineering discipline, helping to shape the future of rail through your input into standards, policies, and training programmes. Your work will support the ongoing development of our engineers, helping to build capability and drive technical excellence across the board.
You'll play a key part in managing our assets and ensuring we meet safety and compliance standards, offering expert advice and support on everything from technical investigations to project delivery. Whether it's contributing to accident and incident reviews, advising on design and risk assessments, or working with external partners to influence future standards, your input will make a real difference.
On an average day, you might find yourself:
Supporting the development of engineering policy, processes, and training materials
Collaborating with colleagues across different engineering disciplines
Providing technical advice on new projects, asset risks, or non-compliance assessments
Helping deliver innovative solutions and improvements for our infrastructure
Working with external stakeholders, including train operators and suppliers
Representing Network Rail at industry events or contributing to European standards
You'll also help identify new opportunities for innovation, support strategic planning, and play a key role in developing and verifying engineering solutions across our network.
Who are we looking for?
We're looking for an experienced and enthusiastic engineering professional with a strong background in Control Command and Signalling systems--especially ERTMS/ETCS, ATO, and future Traffic Management Systems. You'll have a solid grasp of technical strategy, risk management, and policy development, and feel confident leading complex engineering work while influencing decisions at both national and international levels.
You'll bring a track record of delivering great results in a multidisciplinary environment, along with a collaborative mindset and a passion for innovation. With your expertise, you'll provide trusted technical guidance, help drive continuous improvement, and play a key role in shaping the future of our railway. Strategic thinking, strong analytical skills, and a focus on delivering the best outcomes for our customers, suppliers, and industry partners are all part of what makes you a great fit for this role.
Essential Criteria
Degree or equivalent in a relevant discipline or able to demonstrate an equivalent level of experience (Level 6)
Broad technical engineering experience
Project or financial planning and management experience
Knowledge of applicable policies, standards, and national legislation in the signalling and ERTMS/ETCS areas
Knowledge of the safety management and risk assessment process
We would also like, but it's not essential:
Management or supervisory experience
Chartered status
Formal Project Management qualification (e.g. APMP, PRINCE2, PMIP, MSP)
Proven ability in managing commercial, contractual and financial issues
Knowledge of the railway industry and an understanding of railway infrastructure
