Brief Description



Senior Engineer - Telecoms Network Rail High Speed Ltd

Control, Command and Signalling (CCS) forms the digital backbone of modern railways, ensuring safe train operations and seamless connectivity across the HS1 network. This discipline spans advanced signalling architectures, mission-critical telecoms, and control systems designed for high availability to meet the demands of high-speed rail.


As part of the Network Rail High Speed CCS Engineering team, you'll work in a dynamic, multidisciplinary environment, shaping and implementing standards that guarantee interoperability, resilience, and compliance, helping us achieve leading industry levels of performance. You will lead projects introducing transformative technologies such as ERTMS/ETCS, FRMCS, predictive maintenance strategies, and data-driven solutions. You'll collaborate with internal teams and external stakeholders, including TOCs and FOCs, to deliver smarter, sustainable, and globally benchmarked high-speed operations.


We're seeking a forward-thinking Senior Engineer to join our Engineering and Safety team. As part of the High-Speed Technical Authority, a technically autonomous department managing its own safety case, you'll operate with independence and authority.

You'll play a pivotal role in ensuring safety, reliability, and innovation on one of the UK's most critical rail corridors. This position offers significant scope and responsibility, requiring a strong understanding of the technical and safety obligations essential for success.


What we're looking for:

Proven experience in railway engineering or a related discipline, Strong knowledge of safety management systems and standards, Ability to lead technical initiatives and influence stakeholders.

As a senior member of the team, you will:

Deputise for the Head of High-Speed Engineering in governance and industry forums. Approve Temporary Non-Conformances (TNCs) and derogations to standards. Represent the discipline at the System Review Panel. Provide professional leadership and mentorship to engineers, supporting their journey to professional registration. Lead technical input into accident investigations and safety verification processes. Shape policy, strategy, and competence frameworks. Develop engineering standards, specifications, and KPIs from first principles. Set strategic direction in collaboration with internal and external experts, including regulatory bodies. Be part of an on-call roster (1 in 6 weeks) to support the business needs.

About the role (External)



Key Responsibilities



Provide expert technical advice and support for customers and suppliers. Offer professional leadership for a designated engineering discipline. Lead technical input into accident and incident investigations. Support the development of policy, standards, and operational processes. Design and deliver programmes for technical capability development, including competence frameworks and training materials. Develop standards, specifications, compliance measures, and KPIs for asset management. Support engineering analysis, risk assessment, and applications for derogations and non-compliance. Discharge CDM-related duties as required. Drive strategy, technology, and asset development across functions and with industry partners. Liaise with manufacturers and external stakeholders, providing input into acceptance processes. Research and respond to changes in internal and external requirements impacting policy and standards. Identify opportunities for technical and business process improvement and innovation. Act as Delivery Manager for specific projects, ensuring delivery to time, cost, and quality. Represent Network Rail High Speed externally and contribute to European issues as required. Integrate and coordinate activity across engineering disciplines and support the development of engineers within the practice

Essential Requirements



Degree or equivalent in a relevant discipline (Level 6) or equivalent experience. Membership of a relevant technical body. Broad technical engineering experience. Experience in project or financial planning and management.

Desirable:



Management or supervisory experience. Chartered Engineer status. Formal Project Management qualification (e.g., APMP, PRINCE2, PMIP, MSP). Proven ability in managing commercial, contractual, and financial issues. Knowledge of the railway industry and understanding of railway infrastructure. Strong understanding of CCS systems and high-speed rail technologies.

Band 3C - 55596 - 65966 - there may be a requirement to complete additional on-call duties on a roster basis
